Research On The Economic Growth Efficiency And Its InfluenceFactors Of The Poor And Backward Areas

As always,research on regional economic growth is one of the hot issues in economic circles.However,the most study on the economic growth problem of poor and backward areas focus on the amount of economic growth. And,furthermore,researchers investigate the relationship between economic growth and poverty reduction.Only a small number of researchers pay attention to economic growth efficiency of poor and backward areas.The level of economic growth efficiency could reflect the quality of economic growth at the disadvantaged areas, thus make some comment that economic growth effects on poverty reduction.Based on the previous researches,we choose seven counties of Yunnan Province western border and Ailao Mountains region as the samples,and use these research methods that are empirical analysis and normative analysis, qualitative analysis and quantitative analysis, horizontal comparison and longitudinal comparison and so on. Then we measure the economic growth efficiency for seven counties of Yunnan Province western border and Ailao Mountains region,As well as analyses some critical influence factors of economic growth efficiency.At last,we put some practical policy recommendations to improve the economic growth efficiency of poor and backward areas.The main content of this paper have three parts.In part 1,we introduce the theory of regional economic growth and efficiency.The main content Include:the theory and concept of regional economic growth;the theory and concept of economic growth efficiency;the influence factors of economic growth efficiency of the poor and backward areas.In part 2,we discuss the economic growth situation of the seven counties of Yunnan Province western border and Ailao Mountains region,and establish the analysis Model of economic growth efficiency and its influence.The main content Include:The samples select and its social economic development describe;Economic policies review about the poor and backward areas,and then we transfer to analyze the economic growth and industrial change of the samples;The mathematical models of the paper construct.In part 3,the economic growth efficiency and influencing factors of the seven counties of Yunnan Province western border and Ailao Mountains region study. The main content Include:With the stochastic frontier analysis(SFA) model,we measure and describe the efficiency of economic growth in the study area;Based on the estimation results of the model,we look into the impact of four influencing factors on the economic growth efficiency.The paper get the following four main conclusions:(1)Since 2000,the economic growth efficiency trends of the seven counties of Yunnan Province western border and Ailao Mountains region are rising steadily,and the mean of economic growth efficiency is about 0.84,this result indicates that the economic growth efficiency of the region is relatively high.At the same time, the rise trends of economic growth efficiency show the ability that use the production elements is rising continually.(2)With the horizontal comparison method,we find the economic growth efficiency of the seven counties of Yunnan Province western border and Ailao Mountains region have regional discrepancy,and the gaps have expanding trend.(3)Pass the empirical analysis,the paper show the labor contribution to GDP is much higher than the capital contribution to GDP in the seven counties of Yunnan Province western border and Ailao Mountains region.This explain that the economic growth of the region still is mainly driven by labor.That is to say,the economic growth in the region is extensive economic growth model of a typical factor-driven.(4)In the factors which affect the economic growth efficiency of the seven counties of Yunnan Province western border and Ailao Mountains region,loan-GDP ratio,government intervention,the secondary industry and tertiary ratio in the GDP have positive influence on the regional economic growth efficiency.However,deposit-GDP ratio and human resource quality that get through the basic education to measure have an inhibitory effect to the efficiency of economic growth.In conclusion,the economic growth of poor and backward areas get a great achievement,and the economic growth efficiency of disadvantaged areas also obtain a high level and have a steadyincreasing trend.This has a positive effect for the poverty alleviation of poor and backward areas.But,it is undeniable that the economic growth of extreme poverty areas is extensive labor input to drive economic growth.If the technological progress remain unchanged,the frontier production function is not necessarily high in the poor and backward areas.Moreover, the economic growth efficiency of the poor areas have been formed regional differences,and they tend to be widening.From the empirical analysis of economic growth efficiency in the poor and backward areas,we think that the optimization of industrial structure and government intervention are good for disadvantaged areas to improve the efficiency of economic growth.In addition,the loan scale of financial development is also positive effect.But the quality of human resources which base on basic education and savings deposits scale of financial development have negative influence to the efficiency of economic growth.Finally,according to the conclusion,we propose four points policy recommendations to the poor and backward areas.First,they should optimize the industrial structure and change the extensive economic growth model of labor-driven.Second,they should enhance investment in education,especially in higher education,skills education, vocational education and so on.Third,the government should strengthen investment on the public services and infrastructure to improve the hardware and software environment of economic development in the the poor and backward areas.Fourth,It is necessary to push forward the financial system reform,it provide funding guarantee for the economic development of disadvantaged areas.
