Therefore developing the county regional economy has become the overall urban and rural development, fundamentally solve the problem of "agriculture, rural areas and farmers" strategic move.Poor area in Heilongjiang province mostly distributed in the Songnen plains and Sanjiang plain areas, because of the economic foundation is weakness, lack of resource, lack of infrastructure investment to poor areas seriously lags behind the development of the province’s economic development level.2012to35711yuan per capita gross domestic product in Heilongjiang province, the per capita GDP28counties in Heilongjiang province is16334yuan, equivalent to the level of per capita gross domestic product in2006in Heilongjiang province. So, poor areas in Heilongjiang province county regional economy development degree is related to the entire province economy comprehensive strength increase, In relation to speed up a poverty county rich.This paper takes the county regional economic theory as a research premise and foundation, using empirical analysis and normative analysis, combining qualitative and quantitative, combination of universality and individuality, the combination of micro and macro way, based on the actual situation of28counties in Heilongjiang province, to do further research. Paper proceed from the present situation and the the empirical analysis poverty-stricken counties in heilongjiang province economy development. First, from the overall situation, agriculture, industry and service industry analyze the development of the poverty-stricken counties in heilongjiang province, dig up the existing problems in the poor areas:the overall level is low; industrial structure is not reasonable; Population density and low quality. The empirical analysis is to use factor analysis method from11indicators to find5common factors, according to the three common factor contribution rate of poverty-stricken calculate scores. And according to the scores, from the perspective of industry competitive advantage, divide the28counties development into mode of the agricultural leading, industry leading and service leading patterns. Finally put forward the optimization policy.
