Global warming is a major challenge for all people, and reducing CO2 emission is the main method to alleviate the greenhouse effect; so energy saving and emission reduction in electric power industry plays an important role in promoting China’s sustainable development strategy. In the power generation side of a variety of emission reduction technology, wind power and photovoltaic power has become a research hotspot in recent years at home and abroad. Some demonstration projects have been built and the development prospect is broad. However, the initial investment in clean energy is high,and the output is not stable, which affects its development speed. At the side of the electricity consumption, the electricity consumed by electric vehicles is provided by the power plant. With the increase in the proportion of clean energy power generation, the energy saving and emission reduction ability of electric vehicle will be enhanced. This paper takes the electric power industry as the main body of investment, so only consider the investment of electric vehicle charging station, do not consider the cost of the user to buy electric vehicles. Therefor, it is needed to provide reasonable planning for clean energy and electric vehicle charging station investment, and provide a reasonable and feasible plan for the government and the electric power industry, in order to promote the development energy saving and emission reduction in electric power industry.In general, the objective function of the investment planning is different from the different investment strategies. The electricity sector hopes to obtain the maximum benefit in the planning period; while the government hopes to make more or more efficient reduction of CO2. Therefore, this paper analyzes the comprehensive benefits and low-carbon benefits of investment planning, providing investment decision-making and reference for the power industry and government departments. The main contents of this paper are as follows:At first, the concept of carbon trading and its operating mechanism are briefly introduced, and the classification, advantages and disadvantages of electric vehicles and charging mode classification are briefly introduced.Moreover, an investment programming model was investigated that may produce the best comprehensive benefit in the electricity sector under carbon trading mechanism. An emission reduction programming model was built with the maximization of overall benefit of the electricity sector in the programming period as the objective function; and a basic scenario, a traditional scenario, and a high carbon price scenario were devised. The model was solved using discrete bacterialcolony chemotaxis(DBCC) algorithm. Based on the simulation results of the three scenarios, the influence of carbon trading price on various emission reduction technologies was analyzed, so was the investment programming plan,thereby providing the government and the electricity sector with investment strategies.At last, the investment programming model offering the highest energy conservation and emission reduction efficiency was studied in particular by introducing the concept of low-carbon benefit, namely the CO2 emission reduction per unit investment of an emission reduction project in its entire life cycle, to assess the efficiency of different emission reduction technologies. A coordination investment model of clean energy and electric automobile charging station was built with the maximization of low-carbon benefit as the objective function. The simulation results produced a long-term clean energy and electric automobile charging station investment programming plan, which was found to be reasonable and valid by comparing with the investment strategy that included as the objective function the maximization of CO2 emission reduction.
