As charging price is closely related to the benefits of charging station operators and electric vehicle (EV) consumers, the rationality of it becomes the key issue that affects the development of EV industry. Since there is rarely systematic method of making charging price and related issues about comprehensive evaluation of multiple price schemes, this study carries out on the basis of economic efficiency analysis and the establishment of relevant models, which aims to provide charging price setting method and improve the scientific and rationality of pricing.As the existing charging pricing models not taking enough consideration of the station operator’s and the consumer’s benefits, this paper proposes a charging pricing method for EVs based on cost-benefit analysis and previous studies. Based on the fundamental theory of electricity price, combining with the essential characteristics of the charging prices, this method establishes benefit models of the station operator and the consumer with fully consideration of all the main factors. Absolute economic benefit indices are adopted to verify the economic viability of EVs from the perspective of both static and dynamic. Charging prices are made on the win-win principle and the benefit of both sides can be quantitatively analysis.As factors that affect the charging prices have certain value range in actual, the corresponding charging pricing plans is more than one, a novel method named hierarchical data envelopment analysis is proposed to assess the plans in this paper. A comprehensive evaluation index set is established and by means of reasonably selecting input and output indices as well as dealing with the indices data, a complete comprehensive decision making model of charging price is constituted. Taking the different driving distance consumers as an example, a comprehensive assessment of the initial plans applicable to each type of charging consumers is taken to obtain the optimal one. Furthermore, according to the different pricing demand, this method is able to assess the comprehensive optimal plan by changing the criteria weights of the hierarchy model.As the previous studies did not consider the impact made by consumer difference, this paper proposes a novel pricing method based on consumer classification and comprehensive assessment. First, the single factor sensitivity analysis is done to consumer benefit model, then the basis for customer classifying is found, and then the nonlinear expression of the basis is piecewise linearization. The classes of customers are determined according to minimum fitting error, so that the initial pricing plans of different consumer are formed for assessment. Secondly, we replenish assessment indices and reestablish hierarchy model for comprehensive assessment. Finally, the hierarchical data envelopment analysis method is used to process integrated evaluation of the plans. Compared to consumers without classification, the proposed method can make out the optimum charging price matching needs of different types of consumers.
