Research On Xining Economic Development Zone About Fusion Between Information And Industrialization Based On The Method Of D-FCE

With the accelerated process of industrialization of Xining Development Zone,some problems such as the backward informatization level, the excessive resource consumption and the serious environmental pollution, etc. have emerged gradually in the development of industrialization. The research on the “Integration of Informatiza tion and Industrialization”(Here in after referred as the integration of the two)of Xining Development Zone is not only beneficial to the healthy development of the industriali zation of the Development Zone, but also the only way for the transformation of enterprises in Xining Development Zone from extensive economy to intensive economy. However, due to the incorrect understanding of various departments to the status quo and the current stage of the integration of the two of Xining Development Zone, the integration of the two strategy promulgated by the Development Zone does getting enough attention. Therefore, it has become an urgent task to set up an evaluation model and put forward some targeted countermeasures and suggestions for the integration of the two of Xining Development Zone in combination with the current situation of the development of the integration of the two of Xining Development Zone.This paper firstly reviews the integration of the two and the maturity model, and establishes a maturity model for the integration of the two of the Development Zone by combining the phase characteristics of the integration of the two with the characteristics of maturity models at all levels. And from three aspects of the dynamicfactors, support factors and policy factors, for the development zone to improve the maturity.Secondly, on the basis of the existing research, it selects the evaluation index of the maturity model for the integration of the two of Xining Development Zone. Then,it selects the Fuzzy Comprehensive Evaluation method based on Data Envelopment Analysis(D-FCE method) as the maturity evaluation method for the integration of the two of Xining Development Zone through further analysis of the index, And the projection theorem of data envelopment analysis is used as the basis to improve the maturity.Thirdly, determines the index weight related by fuzzy Borda number analytical method based on grid method. After the completion of the above research, this paper establishes the maturity evaluation model for the integration of the two of Xining Development Zone and expounds the four stages of application mode of the evaluation model.Finally, based on the above research results, it evaluates the maturity of the integration of the two of Xining Development Zone, and proposes corresponding promotion counter measures and suggestions for the integration of the two to four major parks of Xining Development Zone including DongC huan, NanC huan, Gan He and the Biological Science and Technology Park respectively on the basis of the results of maturity evaluation and the promotion countermeasures of the integration of the two from the perspective of the government.This study provides not only theoretical basis for the development of the integration of the two of Xining Development Zone, but also guidance and advice for the related department of the Development Zone to make incentive policy of the integration of the two, which is of great significance to promote the further integration of informatization and industrialization of Xining Development Zone.
