Research On The Assessment Of Integration Degree Of Industrialization And Informatization Of Heilongjiang Province

China comes to realize the important impact of information technology on thewhole social economy when we pursue an economic development mode with Chinesecharacteristics. To seize this opportunity, our state proposed the concept of theintegration of industrialization and informatization and made the integration of the twoas a national strategy in the Seventeenth Party Congress Report. Heilongjiang province,as one of the old industrial base in Northeast of China, needs to improve its industrialstructure urgently to revitalize the industry development. And it has achieved someachievements with two-fusion development in recent years. But there is still no standardto measure the level of development of regional integration of the two. So this articleaims to build a model of regional integration of industrialization and Informationization,including evaluation indicator system, index weights, and evaluation criteria andmethods, to evaluate the degree of the integration of Heilongjiang province reasonablyfrom a view of multi-dimensional macroscopic.This article makes fusion support environment, fusion integrated application, andfusion benefits performance as three first-level indicators which is based on the researchof typical evaluation indicators system of the two fusion. And summarize sixsecond-level indicators. Referencing the assessment indicators of informatization andindustrialization and combining the effect factors, this paper select35third-levelindicators initially. For the purpose of reducing the redundancy of indicators, I filter out15representative indicators as the final third-level indicators with factor analysismethod. Then turn the index system into structure model and make the data of the30provinces of the country in2012as a sample, calculate the index weights with themaximizing deviation method for objective scientific evaluation and analysis. Inaddition, this paper constructs a five-level maturity model and evaluation criteria inconjunction with integration mechanism of industrialization and informatization. In thelast part, this paper focuses on the development of the two fusion of Heilongjiangprovince with horizontal and vertical comparative analysis. The result of fusion indicesof nationwide provinces and cities is calculated by Comprehensive Evaluation Method.And the order of integration degree of Heilongjiang Province from2008to2012issorted with Gray Correlation Method. The research conclusion is that the total index ofthe two fusion level of Heilongjiang province is36.6, which is just at the earlybasic-level of the maturity grade model. This indicates that the integration level ofindustrialization and informatization of Heilongjiang province is low. But its overalldevelopment trend increases steadily from2008to2012. Compared with Guangdong,Shandong and Hebei province, Heilongjiang province government needs to increase the industry and research inputs efforts on integration of the two, pay attention to theinformation infrastructure and train high-tech talent to improve the integration level ofthe two.
