Because of the limit of the level of economic development and technology, most rural families’ production and living in our country rely on traditional biomass resources, like firewood,charcoal, etc, which leads to the low efficiency of energy and a series of problems of environmental pollution. Most villages in our country are in the process of energy consumption and pollution changing from high to low. But the process is changing slowly because of many factors. This paper based on the basic theory of economics, takes Liziba village in Bikou town,Wen county of Longnan city in Gansu province as a typical case. It divides the development stages of rural energy consumption transformation and analyzes the internal and external conditions of turning to the pattern of low energy consumption and low environmental pollution, as well as discusses the strategy of the transformation.The paper takes the typical village for example,expecting to provide reference for villages of high energy consumption and high pollution in our country.The paper is divided into five chapters.The first chapter is the introduction, including the research background and significance,research ideas and methods, the important and difficult points, and the innovation.The second part defines the concept of energy consumption transformation, collects the domestic and international literature of rural energy consumption transformation, and makes a summary and a review.Combining with the history of rural energy consumption in our country and the typical village, the third part divides the stages of rural energy consumption transformation and analyses the features of the economy, ecology and society in every stage.In the fourth part, it explores the factors of transformation of the typical village and theinternal and external conditions of transformation by the method.The last part talks about the conclusion and the prospect. The conclusion contains three parts.First, there are three stages of rural energy consumption, including high stage, the stage changing from high to low and low stage. Most villages are in the second stage. The typical village is in the third stage, so we can learn some experiences.Second, many factors can influence the energy consumption transformation. Economic factors includes industrial structure, energy structure and living standard. Non-economic factors includes management model, technology and villagers’ consciousness. But the fundamental is the villagers’ income.Third, the paper based on the stages and the factors, proposes the frame of energy consumption transformation, which considers income as the fundamental power and depends on the participation of government,.market, community and farmers.
