Research On Citizenization Of Peasant-workers In The Process Of New-type Urbanization

Citizenization of peasant-workers in the broad sense refers to the transformation process that the peasant-workers change the social status, identity, social rights, lifestyle and psychological state of mind and other aspects. With the industrialization and urbanization, there is the inevitable trend of economic and social development that a large number of agricultural population transfer to the cities. The process of urbanization of rural peasant- workers under the background of the new urbanization is the request which is to implement the scientific concept of development,sharing concept, and to build a well-off society, and to realize China’s dream. It is also the choice to the promote the integration of urban and rural areas,and to be useful to construction of a harmonious society. For the further, it is the important measures to expand domestic demand, and promote China’s economic transformation and upgrading.Based on the relevant theories, I investigated the historical process about the present situation and problems of the urbanization of peasant-workers. From the historical process, urbanization of rural peasant-workers is divided into four stages: Initial stage(1949-1957); Stagnation stage(1958-1977); Initial development stage(1978-1999);Deepening stage(2000-). From the current situation, urbanization of peasant-workers has made certain achievements at present, but because of the obstacle factors, the process lags behind the industrialization process. According to the field survey in Wuhan and Dupu,Hubei province, the restriction factors mainly include : unreasonable household registration system, unsound labor market, incomplete understanding,the lack of social capital and the lack of personal skills and ideas, etc. Based on the above factors, the paper put forward the main path: in the aspect of economic, steadily push forward the strategy of “four modernization synchronization”, to create opportunities; in the aspect of policy, focus on a disadvantage position of present- workers, abolish unreasonable policy; in the aspect of social integration, pay more attention to the physical and mental health of them, to offer help.
