Research On The Management System Of Expressway Toll In Guangdong Province

"Expressway construction by loan and Repayment by toll charge" is currently the main way of China’s expressway construction which can effectively solve the problem of the expressway construction fund shortage and plays an active role in the construction of the national expressway network. This pattern promotes enormously the development of the national economy and society. For a long time, a large number of expressways have been constructed in China by means of “Construction by loan and Repayment by toll charge”. Thus China has ranked top in expressway mileage though it was once backward in that area. However, with the rapid development of economy and society, people has also realized that the pattern “Construction by loan and Repayment by toll charge” endows the expressway toll charge with the legality, which has entrusted legalization and rationalization to the charging for public products and has brought a series of problems of charge administration: As a quasi public product, what should the character of expressway public welfare reflect? Who will be responsible for the unreasonable charging standards, unscientific charging system, opaque charge and part of expressway proprietors in heavy debt in charging process? Why do some of the expressways which have repaid the loans and made profits still keep on charging without periodic limit? The problem of expressway charging administration system has been strongly concerned about by the whole society.As the first pilot province implementing “road maintenance by toll charge”, Guangdong has the largest expressway mileage and ranks top in road construction throughout China. Expressway toll administration system in Guangdong is discussed for its strong representativeness. This dissertation summarizes the current situation and related basic theories of expressway toll administration in Guangdong province, analyzes the existing problems in Guangdong Province, and tries to probe into the scientific, reasonable and efficient expressway toll administration pattern, which has important practical significance for promoting the sustainable and effective service for the Guangdong economy development. Issue of the expressway toll system in Guangdong province is probed into by means of public management theory, theoretical analysis, case analysis and interview method. First of all, the related concepts, principles and theoretical basis of the expressway toll policy are elaborated. Secondly, the present situation of expressway toll administration of Guangdong province is introduced and many aspects of the existing problems and profound causes are analyzed. Thirdly, the advanced experiences of foreign developed countries are referred to so as to extract beneficial implications to our country. Finally, according to the existing laws, regulations of the state and situations of Guangdong province, combined with the “Regulations of Road Toll Administration Revised Edition(hereinafter referred to as “Revised Edition” for short)” issued by the Ministry of Transport on July 21 st, 2015, the countermeasures and constructive suggestions on perfecting the expressway toll administration system are put forward, and the establishment of the government debt risks liability system as the main body to attract private capital to expand policy financing structure ratio is discussed in depth. It is expected that my dissertation can provide beneficial references to the benign development of expressway undertakings throughout Guangdong Province and even the whole country through the previous research.
