China’s highway construction after20years of rapid development, not only in the construction of highway mileage has made remarkable achievements, basically achieve the smooth flow in the medium and small cities of the size of the population over20million people; and because road construction management create more jobs, promote the development of relevant industries, making remarkable benefits along the city’s economic development. Restructuring state-owned enterprises since1997, highway operating companies under the traditional administrative model, face great challenge driven by economic interests, effectiveness and efficiency-oriented model, the highway toll station as the central link of highway operation and management system, regardless of highway information system construction or on the business strategy management,which faces severe institutional constraints, so they need urgent reform; in particular, the external changes in market conditions which requires the traditional personnel management to human resources management objectively. It is known that China’s highway toll station has basically accomplished the IC card charge management, but performance management system for charge employees has not yet been established, but only is a simple model, subjectivity, staying in extensive stage of performance evaluation, so that these is not only conducive to a comprehensive budget management, but also is difficult to have an instructive effect on the salary management and employee relationship management. This article based on the Management of highway toll station, trying to use the Balanced Scorecard to build on the charging employee and organizational performance management system, in order to improve highway operations systems management level, promoting companies to the continued positive direction.Basically, the article is constituted by the four segment, showing detail as follow: The first segment, is the basic theory, including the two small part. The first is concerned in theoretical and practical basis, introducing the research background and significance, research ideas and article structure; The second is a general review of relevant theories, including the Balanced Scorecard, performance management theory and the performance management theory of expressway operation.The second section is the enterprise status analysis, chengdu-chongqing expressway toll station for the study of performance management models, methods and existing issues. Followed by a questionnaire survey and information processing. Finally in order to solve performance management issues, based on balanced scorecard theory, starting analysis from the organization’s strategic planning, performance management system and the existing management processes in three areas.The third section is heavy and difficult in the article, involving set up procedure of a new performance management system of toll stations, operation and implementation of security and suggestion. Firstly, the chapter summarizes the necessity and feasibility of building the new performance management system;Then make it clear to establish the relevant principles and procedures; Focus on designing new performance management system from the organizational strategy, indicators and management processes in these three areas. Followed by the operation of the new system, including comprehensive analysis into the obstacles encountered, in order to arrive at necessary protection of the smooth implementation and environmental support; Finally, these are some suggestions.The fourth section is a summary of outlook, Objectively it indicates that the contribution of the article (including innovation) and deficiencies. |
