Research On Toll-Highway Charging Agent System

The toll highway in China has been moving into high gear since the policy was launched----"pay the charge for road loan" ratified by State Council in1984. Its convenience and efficiency facilitates largely the development of national economy, and then contributes to the leapfrog development of toll highways. A new pattern with the existing road network of scale and grouped investors is taking shape. The growth in financial scale of toll highway not only has increasingly influenced the people’s life and national economy but also makes higher demand on its management. This probe into a more reasonable charging system of toll highway and fairer distribution of social wealth should shed some new light on the harness of the unauthorized charges and the reformation of the existing charging system.For local government usually serves dual roles in public financial management of toll highway both as financial censor and administrator with a lack of effective censorship and restraint on commercial toll-highway system, the existing charging system is handicapped in toll management and government control, which is prone to corruption bred in toll misappropriation. Therefore, this paper, in order to improve the toll-highway charging system in China, applies knowledge concerning public administration and financial management to the analysis of the basic causes of disability of current charging system in accordance with the common attributes of toll highways, and tentatively proposes a new toll-highway charging system built around the management charging center as a charging agent conforming to the policy that consists of "Pay in full by agent" for the public service highway and "Return in full by collective payment" for the commercial highway. As a whole, by offering a classic example of the current status of financial revenue and expenditure and business activities of SECL (SICHUAN EXPRESSWAY COMPANY LIMITED) in2010, after analyzing the influence of the new management on the assets, revenue and sustainable managerial ability of commercial highways, some advices are finally proposed on prospect of investor under the new management system of toll highway.
