Study On The Toll Revenue Compensation Of Highway Network Key Sections

The Haibohe to Shuangfu road section of Jiaozhou Bay Expressway is widen from fourlanes to eight lanes as well as cancel the toll. However, the toll revenue of operator has beenreduced. This research proposed an effective method for obtaining the compensation trafficflow which provides the basis for calculating the toll income compensation expense.Therefore, the loss in revenue of operator could be compensated fairly, scientifically andreasonably.The proposed method is achieved by applying the following phases. Firstly, the trafficmonitoring system in Haibohe to Shuangfu road section is built. Because how to layout trafficmonitoring sites scientifically and reasonably is the premise and foundation to obtain trafficflow data. Secondly, the paper introduce the investigation of traffic flow and analysis oftraffic flow data. put forward the traffic survey methodology and calculation model.Meanwhile, it also describes the time and space distribution of compensation traffic flow.Finally, Through analysis of survey results, this paper draws the toll income compensationcalculation standard rates and network environment compensation standard, analyze anddetermine the toll income compensation calculation method of the road main line and shortrange,and then work out the total compensation cost calculation method.In this paper, according to the actual network operation, Through the specific traffic dataverify the rationality of this technology solutions. It can draw a conclusion that the tollcompensation scheme is feasible.
