Consumer demands for beef products are growing under development and progress of macroeconomics. In the early 20 th century, China became the world’s third largest beef production country. But beef production is not powerful. The beef production has slowed down in recent years. Even though beef production maintains a slow growth, the number of breeding cows which is the impetus for the development of beef-cattle industry has fallen continuously in recent years, as well as the number of the stocked cattle. As the result, safety supply of domestic beef faces a grim situation. In order to satisfy the domestic consumption, Chinese Government has permitted beef imports in moderation since 2012. The cheaper beef caused by lower cost from importation has a powerful pressure on domestic beef production. Japanese is famous for her beef production in the world although the domestic beef supply is not enough to meet demand of domestic consumption. In this case, there’s little impact on beef production in domestic of Japan. The reason lays in that the Ministry of Agriculture, Forestry and Fisheries of Japan who has developed a series of policies to stabilize domestic beef market, such as regulation of beef price for protecting the interests of domestic producers. In addition, Japanese’s favor and reliance on domestic beef for its high-quality keep the stability and development of the domestic beef production in Japan.Mechanism of beef-cattle industry is badly in need of improvement for a steady of domestic beef supply. Based on normative and comparative analysis, this paper establishes the Panel Nerlove Model to measure the supplying response of domestic beef producers and explores the influences and differences of factors which affect the supplying response of beef producers in Japan and China. According to the results of empirical analysis above, relevant policies and measures are proposed by reverse combination with Japanese government to protect the supply of domestic beef production and stable beef prices. The corresponding policies and suggestions are put forward to stabilize the domestic supply of beef producers in ChinaMain contents and results of this paper are as follows:In Chapter1, the purpose and significance of this study are determined through the background at first. Meanwhile, pertinent classical literature and current research trends are reviewed as well as the content and methods of research.Chapter2 introduces economics theory and defines the related concepts and research scope of this paper.In Chapter3, overviews on the development process and comparisons of characteristics in various aspects of beef production in China and Japan are put forward. By collecting and analyzing the materials of official statistics, the present situation of beef supply and demand in China and Japan are presented, which contribute to comprehending of the characteristics and consumption trend of beef production in the two countries above.A detailed comparative analysis about main factors which influence the beef supply is provided based on the Panel Nerlove model built referring to the adaptive expectation model in Chapter4.Chapter5 proposes the corresponding policy recommendations for the development of China’s beef-cattle industry on the basis of the descriptive-empirical research and qualitative-quantitative analysis in above 4 chapters.
