In the era of knowledge-based economy, human capital has become an important strategic capital for enterprises. However, for the ever-changing internal and external environment of enterprises together with the staff themselves, human capital depreciation of enterprise staff has been common to see. If this phenomenon couldn’t get handled properly, then the staff, the enterprise, even the society as a whole will suffer.Human capital depreciation of enterprise staff refers to a cyclical downturn, caused by unstable internal and external factors, in such value stock as knowledge, skills, occupational qualities, and physical conditions in employee’s professional career, which will lead to the losses and reduction of human capital value. Once the human capital depreciation is created, the employee’s knowledge, skills, occupational qualities, physical conditions, job performance will suffer a series of adverse changes. The depreciation featured with its elusiveness, harmfulness, diversity of the formation and duality. It can be concluded from the research that the human capital depreciation has three contributing factors, i.e. individual factors, enterprise factors and society factors.Based on literature research, this paper establishes a preliminary warning index system, then sifts through data by the Delphi method, finally establishes a warning index system of the human capital depreciation of enterprise staff, which includes three first class indicators(individual factors, enterprise factors and social factors), 14 second class indicators(natural properties, working situation, technological progress, etc.), 50 third class indicators(age, person-post matching, knowledge updating, etc.), while the analytic hierarchy process(AHP) is applied to weigh the index. Then the fuzzy comprehensive evaluation(FCE) is applied to build the warning model of human capital depreciation of enterprise staff, for comparison, the centesimal method is used to quantify the warning results, which is then divided into five depreciation degree and three warning levels, i.e., blue, yellow and red. The warning model of human capital depreciation of enterprise staff mentioned in this paper can help the enterprise evaluate the degree of human capital depreciation its employees and determine its warning level.According to the its contributing factors, the human capital depreciation of enterprise staff should be resolved systematically from the perspective of the individual, enterprise and social aspects. For the staff themselves, they should make pragmatic career plans, expend the depth and breadth of work, and improve health as an investment in their human capital to prevent and compensate the depreciation. For the enterprises, they should formulate human resource management system, normalize the management of the main tool such as warning evaluation, and make solutions to different warning signals. For the whole society, the government-led coping strategies and investment environment for social human capital should be further developed.
