SD is a typical restructuring state-owned enterprise, facing fierce competitions from the domestic market and international market, SD can survive and get the long-term development in the market needs to reserve the middle-level talents. SD must pay attention to the development and use of talents, focus on performance management and establish a performance management system in line with SD. This paper selects the performance management in performance evaluation cycle as a research object, looks for the problems and their causes existing in SD performance appraisal system through questionnaires and interviewing method and proposes the idea, purpose and specific practices of optimization design and the related safeguard measures. Firstly, the paper presents the theoretical research at home and abroad and conducts a comprehensive display of the SD company’s development process, organizational structure, strategic target and assessment system, and it will focus on the company’s performance appraisal of SD middle management and the existing problems, explore the deeper reasons treating the problem as the core and find ways to improve the performance appraisal benefit of SD. The author hopes to provide a reference for our performance management theory and practice and other researchers working at performance management.
