In the context of globalization, the financial market reform in China has been increasingly deepened. With foreign-funded banks flocking into domestic captical market on a larget scale and competition among domestic banks heating up, human resources has served as an vital factor in keeping banks competitive. Setting up a scientific and feasible performance evaluation system for human resources is not the need to improve the management in banks, but also the realistic requirement for the banks to deepen reform.As the part and parcel of China’s financial system, State policy-related banks bear the special mission of implementing the development policies relevant to economy and society, and its steady and sound development plays a significant role in our economy and society. During the process of continuing to deepen reform and transforming into modern banks, policy banks’ business development is restricted at some extent as policy banks’ performance evaluation system and incentive mechanism are not developed. Therefore improving human resources management system becomes an urgent problem. As the author is working at the grass-root level of Agricultural Development Bank of China, he has witnessed and participated policy banks’ exploration and efforts in improving human resources management system at the grass-root level under the new situation of deepening reform. Therefore based on the professional knowledge and cultivation requirements of Business Administration as well as the practical needs at work, the author expands positive thinking on establishing employees’ performance evaluation system and incentive mechanism with policy banks’ characteristics.This paper follows the basic principles of theories of performance evaluation and incentives, references the main research results at home and abroad, as well as applies the Analytical Hierarchy Process to choose four first-grade index of comprehensive quality, work performance, work ability and work attitude and eighteen second-grade index including work experience and performance levels. Ithas established a performance evaluation index system for grass-roots staff in state policy-related banks. Also, it applies the Delphi Method with questionnaire survey to empower index of all grades and chooses the Fuzzy Synthetic Evaluation Model as the quantitative tools of evaluation. This paper, with Y-branch of China Agricultural Development Bank as a sample, chooses fifteen employees as empirical evaluation objects to make comprehensive performance evaluation of single factor and multi factors, and it has laid out an employee incentive program based on the result of performance evaluation. At last, it has put forward proposals related to the implementation of grass-roots staff performance evaluation and supporting incentive mechanism on the conclusion of the above research of performance evaluation and incentive mechanism, which provides references for state policy-related banks to reinforce the management of human resources and deepen the internal reforms.
