| According to the report of the 18th CPC National Congress, urbanization will not only become an important carrier for China to realize all-round well-off society, but also boost the greatest potential of domestic demand. And the report stresses that it should be taken as an important task and practice well that transforms orderly agricultural population into urban population.Human resources development theory says with the advent of the knowledge economy and information age, human resource is the first resource and has already become the most important resource and main driving force for scientific and technological progress and socio-economic development.As long as the country has rich human resources, and makes better use of rural human resources development, it generally gets a higher levels of economic development. while the situation of a country, poor and backward, under developed, must be closely related to the poor quality of human resources and low utilization of human resources development.At present, about the level of China’s rural economic and social development, there is still a certain gap with city. It is the poor quality and low utilization of rural human resources that has become a tough problem of China’s urbanization process.Hunan province, a large population and agricultural province, has abundant rural human resources. It is of great strategic and realistic significance that how to develop and make good use of rural human resources for speeding up the goal achievement of new pattern urbanization in whole province.In last more than 10 years, Hunan has been committed to improving the quality of life in rural areas, and developing rural human resources, from the aspects of the new rural construction, urban and rural development, the current urbanization and new pattern urbanization. While throughout the process of new pattern urbanization in Hunan, if measured in terms of quality of rural human resources and level of education, it doesn’t transform essentially into the town’s population, although urbanization population figures has broken 50%. It is necessary for us to further develop the rural human resources and further optimize quality of human resources in order to fundamentally promote the development of Hunan’s urbanization.At the first place, based on the theory of human capital, economics theory and training transfer theory, the thesis uses domestic and foreign experience in human resource for reference and systemizes the current situation of rural human resources in human province using the method of qualitative analysis and quantitative analysis, taking urbanization as the premise, taking general situation of rural human resources in Hunan province as the starting point.Based on the background of urbanization, this paper takes the situation of rural human resources in Hunan Province as the breakthrough point, with the guidance of the theory of human capital, the theory of economics and the theory of training and migration,and draws lessons from the domestic and foreign experience in the development of human resources,uses the qualitative analysis and quantitative analysis method to sort out the present situation of rural human resources in Hunan Province. The factors which effect the development of rural human resources social system,such as education, economy, social culture and individual workers, as the main line,analyzed the problems in the development of rural human resources in Hunan province.At the meantime,this paper combined with comparative analysis method, draws lessons from resources development status of hunan province at home and abroad.,at last according to the actual development situation of Hunan province,the author put forward to some countermeasures and suggestions,such as improving the laws and regulations and management system,establishing multi-level education and training system, increasing the relevant financial investment, improving the social and cultural environment, and the farmers play an active role and so on. |
