Study On Leaping Development Ability Of Qinghai Tibetan Area Under The Background Of Partner Assistance

Besides Tibet, Qinghai is China’s largest Tibetan area. Tibetan areas in Qinghai is thebirthplace of the Yangtze River, the Yellow River and Lancang River. It is a large areaand has a great population. The minority proportion is high and It is rich in resources. SoIt is our country’s important ecological and political barrier, its strategic position is veryimportant. But due to historical, geographical, policy and other factors, there is a big gapbetween the area and other areas in economic and social development at all levels,especially compared with the developed coastal places. It has became an urgent problemat present that how to create a successful way of development in backward areas, achievethe common prosperity of all nationalities.In view of this, the state proposed and implemented a series of policies and measuresto narrow the gap of regional economy, promote the coordinated development of regionaleconomy, partner assistance policy is one of them. After the2010Fifth Central TibetForum, the decision of partner assistance in Tibetan area of Qinghai has been madeclearly.6provinces,21central government departments and13central enterprises assist33counties in6states of Qinghai Tibetan areas in order to promote the ability ofgreat-leap-forward development and realize the leaping development. In QinghaiProvince’development planning of the Twelfth Five-year Plan also put forward the sloganof leapfrog development. Qinghai Tibetan leaping development is all-around span,ranging from basic well-off to comprehensive well-off, from the comprehensive well-offto basic modernization, etc.This article’s study is based on investigation, looking up relevant information andconsulting experts and scholars. The article starts with the theoretical research, first isthe theories and practical analysis of partner assistance, followed by the introduction ofQinghai Tibetan leaping development theories, including the concept, necessity andstructure of the leaping development ability of Qinghai Tibetan area based on partnerassistance. On this basis, the paper analyzes the current situation, first is the leapingdevelopment ability of Qinghai Tibetan area, including actual foundation, advantagesand disadvantages. Then is partner assistance, including working conditions and worksummary. Finally, combing with the first few chapters’ discussion, the article is aimed atmaking better use of partner assistance policy, enhancing the ability of leapingdevelopment in Qinghai Tibetan areas, putting forward the feasible measures, realizingthe combination of theory and practice.
