Research On Financing Strategy Of GL Airport Construction

Airport is the basic and important facilities in civil aviation transportation, it is the air bridge of urban and regional, it play an important role in the economy and social development. GL airport is an important large-scale airport in the south China, which constitutes the main frame of our southwest civil aviation with Nanning airport, Kunming airport and Guiyang airport. With the rapid development of Guangxi and GL’s social and economic, especially since the establishment of China ASEAN Free Trade Area, the airport air traffic will usher an unprecedented period of rapid development,the existing facilities of the airport terminal GL has been unable to meet the needs of its development,the airport expansion are both necessary and urgent.Civil airport as a infrastructure with long cycle and large amount of fund, how to take multiple effective financing way to promote the healthily and sustainable development of the airport, is the problem in this study focus on. In a previous study papers for airport construction documents,with the analyzes and summarizes on the basic financing model,and basic economic attributes airport analysis, the airport investment has the basic characteristics of public goods and natural monopoly, then analyzes GL the practical needs of development of the airport, it is estimated that demand for funds reached 3.1 billion yuan. Status of GL airport financing and operating situation indicate that GL airport has a certain internal financing capability.Airports as a public work with public goods properties, the finance capital investment remains an important financing channels, while the GL Airport construction financing capital there are chipped and other issues, proposed the program of diversification of financing:that is to adhere to government investment and commercial bank lending led,and actively expand financing channels, full use of stocks, bonds and other securities financing models; introduce BOT, PPP and other project financing mode, multiple channels to raise funds for financing the construction of airport GL and provide new ideas.
