Instead of coal, natural gas and other clean energy become the realistic choice to adjust Chinese energy structure. According to the incomplete estimation, as of 2017, total gap of natural gas in Shandong province would be more than 63 billion cubic meters. The province is faced with dual pressure of economic development and environmental protection. As a large state-owned enterprise, Shandong energy group undertake the dual mission of corporate responsibility and social benefits. The strategy implementation of Shandong energy group in the field of natural gas industry chain layout has variety of significance to ensure national energy security, promote the environmental sustainable development and realize enterprise economic benefit. Under the current situation of national reform and development and energy structure adjustment, This article applies the theories and methods of strategic management to make a contribution to natural gas industry chain strategic layout in China. This article take Shandong Energy Group as the research object to make suggestion for natural gas industry chain layout arrangement of Shandong Energy Group. At the same time, the author provide the reference for other large state-owned enterprises to integrate natural gas resources and develop clean energy.The authors consider that distributing natural gas project in Shandong province is conducive to better resolve the lack of fossil energy resources, single consumption structure, low using efficiency and so on. It has important strategic significance to protect energy supplies, meet the steady economic growth and protect the ecological environment. The distribution of the natural gas industry in Shandong province of Shandong Energy Group match its strategy of "Great Energy, Great Resources, Great Cooperation, Great Coordination and Great Operation" and meet the direction of transitional development, globalization and expanding the incremental. Because of the lacking experience in the field of nature gas and the monopoly situation of nature gas industry in China, the strategy of developing nature gas industry of Shandong Energy Group should make up for the gap in the market, start from the initial and start from the market cultivation. Actively seeking foreign cooperation to obtain overseas resources and participating in the cooperation of domestic LNG receiving station, the construction of LNG station and cultivating LNG truck market. In the short to medium term, do not set foot in independent operation of liquefaction, storage and transportation, pipeline and market.
