Research On Chinese Smart City Construction And Operationg Mode In The Context Of The Internet Plus Era

Since 2009,the Chinese government put forward the concept of "Chinese Wisdom", the country launched the wisdom of urban construction boom, local government through various means to develop different aspects of the construction of smart city, Smart city construction not only to enhance the level of city management, but also to promote the economic development. While the wisdom of smart city construction rapid development in China,but the current construction of smart city is still around relevant content to the construction of urban management. With the rapid adoption of the Internet and the model of economic development has been changing, the government has gradually transfomed from "managemet government" to "service-oriented government", and the content of smart city construction transformed from city management to city services also, especially after the State Council put forward the "Internet plus" action plan,the content of smart city has changed profoundly. Traditional construction of smart city business model could no longer be able to meet the needs of the construction of smart city in the context in "Internet plus ". Therefore, the Chinese government began to encourage private capital to participate in public infrastructure construction,now, PPP mode (PPP) has become "Internet plus" action under the ideal smart city construction and operation mode. At the same time, "Internet plus" action advocated by enterprises accoding to market demand autonomous construction and operation of smart city related fields. And construction and operation of smart city business according to the market demand of the smart city related fields have become one of the main mode of city construction and operation under the action "Internet plus" wisdom".Based on the above understanding, the author systematically summarized analysis on the subject, the construction and operation of the domestic city of the wisdom, and the current BLT model of government investment, BT model, three kinds of mainstream smart city construction mode were compared; secondly, and analysis the macro effect of "Internet plus" action on the wisdom of smart city by the method of PEST. It concludes that "Internet+" action gives a new connotation smart city, and change the content and mode conversion construction. At the same time, two models that for the PPP model of the smart city construction and operation, the enterprise behavior under the smart city construction and operation,were targeted analysis and summarized the comprehensive compared of their advantages and disadvantages. Finally, the author from the perspective of the government and enterprises,put forward some suggestions in "Internet plus" smart city construction and operation mode, to hope that it could have some help in the selection of "Internet plus" action under the wisdom of the smart city construction and operation mode.
