Benefit Analysis Of High Standard Farmland Project In Inner Mongolia Agricultural Comprehensive Development

The overall development of agriculture is an effective way to improve the income of farmers and herdsmen and the key measure to promote the overall agricultural production capacity. As its develops in deepth, the overall development of agriculture has a great influence on the "three rural issues", and the coordinated development of urban and rural economy. However, our country still faces some factors, such as food shortage, the destruction of the ecological environment, which restricts the development of agriculture.The construction of high standard farmland is a breakthrough point for improving the above problems. The high standard farmland is the main construction content of land management project in recent years, its achievements directly affect the effectiveness of the work of the comprehensive agricultural development.As the country’s major agricultural production base, the Inner Mongolia Autonomous Region is of great importance in the improvement of production environment and the construction of high standard farmland. Based on the summary of the current development of high standard farmland in Inner Mongolia, the author selected 11 high standard farmland project area that carried out in 2012, to make a horizontal comparison on the social benefit, economic benefit, ecological benefit and part of the public satisfaction. By contrast, the best comprehensive benefit is the six village in Arong Qi project area of the town of Ya Dong, the poor benefit relatively is tuyou general Yao town project area, and there are five major problems existing in the construction.1:the unreasonable design of some project areas causes production reduction; 2 the mastery rate of scientifical and technological training is low, agricultural technology level is also not high; 3. the survival rate of the project of protection forest is not high in general; 4. The benefit of part water-saving project area is not obvious; 5. Lack of effective protection mechanism. Based on these problems, we put forward the planning and design of high standard farmland projects should be comprehensive, scientific and reasonable; strengthen the protection forest management and protection system, raise public awareness of protection; expand the scope of the project’s final-period management and protection, establish a long-term management and protection mechanism.
