| The fifth Plenary Session of the 18th CPC Central Committee proposed that the five development ideas are "innovation, coordination, green, open, sharing", and we need to promote the coordinated development of urban and rural areas, to improve the integration of urban and rural development system, to improve the long-term infrastructure investment mechanism in rural areas, to improve the level of the construction of the new socialist countryside. At present, China has entered the crucial stage of targeted poverty alleviation. Pro-poor tourism(PPT) is playing a more and more significant role in the poverty alleviation and is becoming a new force in the poverty alleviation. It means that vigorously promote the development of county tourism economy will be one focus work during "13th Five-Year". And it is the policy trend to promote the development of county tourism economy. But from a realistic point of view, the development level of county economy in our country is still relatively backward. Especially the county economy in the southwest minority region has some problems to be solved. For example, the traditional agricultural efficiency is low, the small and medium-sized industrial and commercial development is insufficient, the urbanization lags behind, etc. It is urgent to change the development mode of county economy and adjust the structure of county economy. While these counties have the advantage of natural resources in the development of tourism, they can change the industrial structure dominated by traditional agriculture with developing the county tourism. And driving the development of the third industry in county and providing a good employment environment for the rural surplus labor force. Then expanding county economy and strengthening county economic strength. But the success of the county is still one of the few, most of the county tourism economy is still in groping. In 2013, Guangxi province proposed that creating 20 characteristics of tourism county in the region during 2013-2017 in order to promote the tourism to spanning development. Based on these, the paper selects 20 counties of Guangxi province as the research objects, deeply studying their influence factors of tourism economy, to obtain the effect of various factors on the county tourism economy of Guangxi province by the method of SEM. Then it finds a breakthrough for these counties that are still exploring the road of tourism economic development, and providing some theoretical guidance for promoting quality and efficiency of those counties that the development of tourism economy is more mature.Firstly, on the basis of combing the literature of previous studies and the theories of economic growth and tourism economy, comprehensive grasping the development status of county tourism economy in Guangxi province from two aspects of general situation of tourism and the relationship between tourism economy and social economy. It has been found that county tourism economy in Guangxi province is in the rising stage of development in the past six years, and annual tourist income increased steadily. But from the horizontal contrast, county tourism economy in Guangxi province presents a level difference. Most counties are in the tourism developing stage and tourism starting stage but Yangshuo, Lipu and Longzhou, overall at a moderate level.Secondly, the county tourism economy of Guangxi province has the characteristics of regional, agricultural and national characteristics. These characteristics are reflected in the influencing factors which are tourism resources, agricultural economy and national policy. In addition, as the subject of the development of county tourism economy, the labor force can not be ignored. Therefore, to analyze the four factors and has been obtained results include:1) Tourism income in those counties with high quality tourism resources is usually higher than others.2) Agricultural economy provides the material basis for the development of tourism economy and characteristic agriculture has become an important part of county tourism resources.3) The labor force is the internal factor of the development of county tourism economy in Guangxi province. Ultimately, the local labor bears the burden that realizing the sustainable development of county tourism economy in Guangxi province.4) National policy has a strong impetus for the development of county tourism economy in Guangxi province.Thirdly, based on the analysis of the above conclusions, putting forward research hypothesis and constructing structural equation model by software of AMOS21.0. Then selecting 2005-2014 years of relevant data to fit the model and it has been found that national policy has the major influence on the development of county tourism economy in Guangxi province and the influence of the agricultural economy is the least. These mean that the degree of dependence on national policy is higher than the degree of dependence on tourism resources for the county tourism economy in Guangxi province, and the degree of tourism and agriculture integration is relatively low.Finally, according to the fitting results, the paper puts forward the overall strategies and the targeted strategies for the development of county tourism economy in Guangxi province. The overall strategies include:strengthening the functions of the government and making full use of national policy; strengthening the tourism economy and county economy interaction; promoting the modernization of agriculture and developing characteristic agriculture and leisure agriculture in county; paying attention to personnel training and improving the quality of the masses. The targeted strategies include:the tourism developed county based on innovation and accelerating the transformation and upgrading of tourism industry; for the tourism developing county, mainly to learn the successful experience from the others; the tourism starting county should give priority to the scientific planning to ensure the sustainable development of tourism economy. |
