Evaluation And Empirical Analysis Of Key Competence Of County Economy In Guangxi Province

In recent years, the development of county economy played an active role in solving the problem of the agriculture, rural areas and farmers, achieving the unitary development of urban and rural, constructing the new socialist countryside and harmonious society. To this end, county economy got more and more attentions and became a focal point of national economic construction and economic reform. By in-depth studying the key competence of county economy, we can learn more about the county economic development status, in the same time,the decision-makers can formulate the county economic development strategies from the new and the higher levels, and is propitious to promote the county economic competence. Under the background of enlarging powers for strengthening counties, the paper evaluates and analyzes the key competence of county economy in Guangxi province based on comparative advantage theory, competitive advantage theory, key competence theory, and the theory of sustainable development.Firstly, the paper reviews research literatures about the foreign and the domestic. The results found that in abroad the research literatures of regional economy key competence are very lack at present and the examination of the key competence of county economy has not yet commenced. In the domestic the related researches did not pay enough attention to county key resources, human capital, innovation, government regulation and control, and other key competences.Secondly, the paper analyzes and summarizes existing concepts to further clarify the content and features of the key competence of county economy. In the same time, the paper analyzes the development status of the county economy in Guangxi. We found there are obvious geographical and resource advantages in the county of Guangxi province, at the same time, the development of western China, the implementation of Guangxi Beibu gulf economic zone development and open strategy, and the establishment of multi-regional cooperation mechanisms, such as China-ASEAN, which brought a rare historical opportunity for the county economic development in Guangxi. But there is also disadvantage, such as the weak overall competitiveness of the county economy, the county economy development unbalance, the low level of industrial structure and industrial agglomeration. Moreover, due to the increased competition of inter-regional and the resource constraints, the development of county economy t in Guangxi is faced with enormous challenges.Then, the paper empirical analysis the key competences of the county economy in Guangxi. The results showed that from2004to2009the key competences of the county economy in Guangxi mainly displays in the competence of economic strength, industrial level, infrastructure construction and education; From2004to2009Wuming county, Binyang county, Heng county, Hepu county, Lingshan county, Pingnancounty, Bobai county, Liujiang county, Teng county, Rong county, Lu Chuan county and Pingguo county have a better ranking than other counties in the aspect of the key competence of county economy; and its spatial distribution characteristics is consistent with the space distribution characteristics of the county’s GDP. Finally, summarized the main conclusions of this paper and put forward the related policy suggestions. Firstly, every county should strengthen regional economic cooperation, make full use of and give full play to their advantages, develop characteristic industry energetically, speed up the industrial development and speed up agricultural modernization construction; Secondly, we should speed up the rural reform, deepen the reform of the financial system of county, keep on enlarging powers for strengthening counties; Once more, we should strengthen the construction of infrastructure, pay more attention to the development of county education and talent introduction and accelerate the transformation of production methods.
