Survey design enterprises have been making great contribution to resource survey and infrastructure construction since the founding of PRC. These enterprises are of great scale in organization structure after 50-year regrouping and development. However, huge scale may generate some problems such as poor flexibility and adaptability so that enterprises may feel pressure for developing new businesses and services. Since 1990’s, project management methodology has been applied in accordance to the exact request of a project for evoking the enterprises’vitality and flexibility. But enterprises’old organization structure is incompatible with the requirement of projects. Thus, it is time to redesign and rebuild inappropriate organization structures for the ease of project implementation.During the internship of a survey design company, some main obstacles against project implementation were discovered by involving in some projects and interviews. These obstacles are mainly about the ambiguous division of labors, unbalanced personnel structure, unauthorized project leaders, difficulty of project implementation and undefined rights and responsibilities, etc. To remove these obstacles, a large number of domestic and overseas literatures of this field are studied, and then some features of favorable organization structure have been obtained. Finally, a function mode for organization structure is created with four dimensionalities:effective project governance, project-oriented resources allocation, authorized project managers and close-knit project teams. Based on such function mode, questionnaires were designed and delivered to most survey design enterprises of China for full data. After factor analysis, the function mode is theoretically proved as a guide serving organization structure design.In this dissertation are spotted the status quo of project implementation and aspects in bad need of improvement in enterprises after descriptive and statistical data analysis. Research findings show that survey design enterprises universally lack attention to project governance. So the best solution is that, first, further study and catch-on should be valued and project decision-making mechanism should be soundly configured. Second, personnel structure needs adjusting---- decreasing administrative personnel, while increasing operating ones. Meanwhile, enterprises ought to authentically blend project management idea into their work, offering their project managers due right to facilitate project accomplishment.This dissertation has made two main achievements:a new function mode is built to give guidance to the layout and transform of organization structure in enterprises. Enterprises will be capable of efficiently boosting project accomplishment if they redesign and rebuild their organization structure on the basis of the function mode.
