Since the founding of the People’s Republic of China,Chinese aid projects to foreign countries constitute an integral part of China’s foreign strategies and is the necessary international obligation falls on China.Witnessing dramatic changes in the international situations at present stage,the Chinese Government has put forward a series of important strategy plans,including the Belt and Road initiative,commitment of developing relations with Africa with sincerity,real results,affinity and good faith,and the neighboring policy of “Intimacy,Honesty,Benefit and Tolerance”.As the national power of China is improving,the assisted countries expect to receive more aid from China.Given these changes at home and abroad,the Ministry of Commerce of People’s Republic of China made a decision to start deepening foreign aid project management system reform comprehensively,following which Administrative Measures for Foreign Aid(for Trial Implementation)(Order No.5 [2014] of the Ministry of Commerce),Measures for the Administration of Complete Foreign Aid Projects(for Trial Implementation)(Order No.3 [2015]of the Ministry of Commerce)and other administrative measures concerned were promulgated.Against the new requirements as provided in above new measures,survey and design enterprises set about implementing projects in the new model of project management and EPC-Engineering,Procurement,Construction,and always takes charge of projects quality.In this regard,survey and design enterprises now are to assume greater technical risks and responsibilities than in the past,and under the new management model,partial projects are to follow the implementation models of the assisted countries.Consequently,be it the project management company controlling Chinese agent-construction projects all the way or supervising self-built projects of the assisted countries,survey and design enterprises would face the never-before-seen risks and challenges.In current China,complete foreign aid projects constitute the main part of foreign aid work and enterprises act as the implementer therein.For better accomplishing foreign aid projects under the new situation with new requirements,enterprises have to propose countermeasures and alter the previous management models.Taking the survey and design enterprises as the research object,the paper compares the traditional and new management model for complete foreign aid projects,and in combination with the impacts on survey and design enterprises under the new model,analyzes the problems and challenges facing them under the new model via case study.Finally,combined with the reform experience formerly gained by management companies in developed countries and referring to the researches on related issues carried out by predecessor scholars,the paper offers countermeasures on whole process management for complete foreign aid projects that shall be taken by survey and design enterprises working as project management companies under the new model.It attempts to provide reference for operation of survey and design enterprises under this new model. |
