Wind power as a kind of renewable energy, has a mature development technology and large-scale potential, the wind power industry has been growing in recent years. Guohua Hebei corporation was established in 2011 by the merger of three companies to set up, mainly engaged in wind and photovoltaic power development, operation and technical training and other services. Guohua Hebei corporation is branch of Guohua Energy Investment Co., Ltd., which is a subsidiary of Shenhua Group. Guohua Hebei corporation is not a Incorporated Company but completely runs on separate legal institutions. During the development process, the original organization structure gradually can not adapt to the changing external environment and group regional operation mode and management requirements. The company also appears problems such as job responsibility and work flow are not clear, the human resources can’t be well allocated. These problems seriously restrict the development of the company and its objective to become a large-scale energy enterprise.Based on the theory of organization structure and enterprise group management, this study selects Guohua Hebei corporation as a case. Through questionnaire survey of the staff, this paper analyzes the existing organization design problems such as department and job responsibility. The innovation of organization structure is designed on this basis. We establish three new departments including the technical committee, tender center and procurement center to be responsible for technical guidance, management and implementation of the bidding work, purchasing and supplier system etc. The responsibilities of other original functional departments such as comprehensive management department and project construction department are also redesigned. After these changes, the overall numbers of posts are reduced, the company’s professional management level has been improved and the specialization degree has also been strengthened. This paper combined the company’s strategic objectives, operation mode and development stage, supply actual cases for organizational structure design of large domestic energy enterprises, and providing references for the management problems in the process of enterprise sustainable growth.
