As the mainstay of industry development, High-tech industry has become an important measure to reflect the international competitiveness and science and technology level. It plays an important role in guiding the transformation of regional economic structure and supporting the development of the world economy. In recent years, the government begins to attach great importance to technology innovation of high-tech industry, constantly increases the input of innovation, and improves the output of innovation. But considering the limited resources of current High-tech industry innovation, to improve the overall level of innovation is to improve the efficiency of innovation. In addition, with the consideration of the High-tech industry development characteristics, ther exist some differences in the resource investment and allocation.In order to improve the innovation efficiency among different industries, we need to accurately measure it, and put forward suggestions for improvement.This paper first reviews the relevant theory of the High-technology industry, technology innovation, technology innovation efficiency and empirical research on High-technology innovation efficiency. Then it divides into two stages: R&D and market conversion. Through the dynamic network DEA model we calculate the overall efficiency, the stage efficiency(R&D efficiency, market conversion efficiency) and the projection value of the input and output indicators of the five High-tech industries.Finally, it compares the overall efficiency and stage efficiency under the traditional DEA model and the network DEA model with the efficiency under the dynamic network DEA model, and then analyses the applicability of dynamic network DEA model.The results show that: Firstly, The efficiency of High-tech industry innovation is not high, and there is a big gap between each industry. Secondly, The R&D phase is the weak link of the technology innovation. Thirdly, In addition to the computer and office equipment industry, other industries should be based on input output projection to improve efficiency. Fourthly, The dynamic network DEA model is more accurate and more suitable for the calculation of the efficiency and projection.
