From the beginning of development, foreign direct investments (FDI), which was an important means that realized the high speed development and technical breakthrough, were largely introduced to the high-tech industry of China. To find the essence that FDI affected technical innovation and technology advance of China, based on studying related literatures of domestic and abroad, the author choose FDI quality features as the analysis start point of this dissertation, and choose the economic character of Indigenous innovation efficiency as the entry point, which break through the limitations that obscure the quantity and quality features of foreign investment in current literatures about FDI technical spillover. Directed by the theories of efficiency evaluating and Schumpeter's endogenous growth, this dissertation set up the theoretical models of FDI quality features affecting Indigenous innovation efficiency from input, output and factor price. Meanwhile, taken the whole of Chinese high-tech industry and domestically-funded organization as objects of study, this dissertation conduct many empirical studies, which in order to find the in-depth mechanism and the way that FDI quality features affecting Indigenous innovation efficiency from technical optimal and cost minimum. The main study content of this dissertation is as follows.Based on the definition of concepts and features of FDI quality features and high-tech Indigenous innovation efficiency, this dissertation set up the analysis framework of FDI quality features affected the Indigenous innovation efficiency of high-tech industry, from which to find the ideas of studying FDI quality features affecting. According to investment motivation, process and result, FDI quality features is divided into low quality features which performed for the expansion of the characteristics and high quality features which performed for technical and management; According to the economic attribute, indigenous innovation efficiency attribute could be divided into technical production and cost control dimensions, which labeled as technical efficiency and allocation efficiency. Then established the analysis framework of FDI quality features impacts on indigenous innovation efficiency, in order to clear the analysis methods of this paper. Based on the framework, this paper launched the mechanism of FDI quality features impacts on indigenous innovation efficiency, which is channel and affecting factors. Deduced from dynamic game theory and strictly mathematical analysis, the results show that host country's Indigenous innovation inputs are positively affected by FDI low-quality features through product competitive effect, and which are dramatically affected by FDI high-quality features through spillover effect and product competitive effect while the former is positive and the latter is uncertain. FDI low-quality features positively affect the change of innovation output growth rate, capital price and labor price through its output elasticity and scale directly, and affect intermediate product characteristic parameter indirectly. FDI high-quality features positively affect innovation output growth rate, capital price and labor price through intermediate product character and average technical level indirectly.Based on the mechanism analysis , this paper focus on empirical research of FDI quality features impacts on indigenous innovation efficiency using three stage data envelopment analyzes and dynamic panel model methods, in order to find out elements relativity and action mechanism. At first, use canonical correlation to choose FDI quality features indexes related to Indigenous innovation efficiency of high-tech industry. The results show that FDI quality features is irrelevant to scale efficiency, and there are difference existing between FDI quality featuress of different departments. Second, The Malmquist index method is used to decompose Indigenous innovation efficiency of technical optimal into technical leading surface and technical catch-up. Then, panel data models based on dynamic panel data system (Sys-GMM) are set up to study FDI quality features affecting channel and route on high-tech industry and domestically-funded department Indigenous innovation efficiency. The results show that, the affecting channels that FDI quality features affect R&D efficiency of the whole industry are in accordance with FDI quality features affect domestically-funded departments. FDI low-quality features affect the efficiency through the channel of contest and model, and FDI high-quality features affect the efficiency through the channel of industry relevance and personnel circulating. Meanwhile, there is significant difference between the affecting pattern that FDI quality features affect the same department in different time, or different departments of the same period, which prove that the results that FDI quality features affect R&D efficiency are signally affected by affecting object and time effect. Moreover, the seven factors that have significant affect on this process are human capital character, industry innovation character, industry contest character, industry per capita R&D fund, finance supporting and industry exporting-oriented level. The four factors that have significant affect on this process are the degree of non-state-owned economic developing, the marketing degree of S&T credit fund, the marketing degree of governmental subsidy and the marketing degree of industry S&T intermediary.
