Research On Airlines Emergency Collaborative Decision-making Method

Motivated by our country’s developing strategy, lots of airlines were established. There are new opportunities for the industry of civil aviation, however, the order of society and the safety of people’s property is badly influenced by some accidents that frequently happened at home and abroad. Improving decision-making method of emergency management and the capability of civil aviation emergency response has become a hot topic in the whole civil aviation. In this context, how to coordinate civil aviation enterprises and units to deal with all kinds of emergencies effectively and improve the level of collaborative decision-making to ensure aviation security has become a problem urgently to be solved in civil aviation field of emergency management. The target of this paper aims to study out a synergistic method on the selection of emergency disposal plan of airlines, the following work have been carried out:1.The relevant rules and regulations of emergency management of China civil aviation and emergency disposal manuals of airlines were analyzed. The type of airline emergencies, the emergency levels, the organization of emergency response and the corresponding responsibilities were elaborated. The emergency disposal procedure of aircraft hijack and running out of runway was analyzed according to one of the airlines operation. It laid the foundation for combining the actual situation of airlines emergency management with collaborative decision-making theory and methods.2.Emergency collaborative decision-making algorithm and theory was researched according to characteristics of emergency disposal procedure of the airlines. ANP, D-S evidence theory and TOPSIS were used to select emergency decision-making plan synergistically.3.Airlines emergency collaborative decision-making method was studied. For collaborative decision-making problems of airline emergency disposal plan, collaborative decision-making evaluation system was built that combined with the company actual situation and experts’ suggestion about emergency management. ANP was used to determine the weight value of evaluation index. D-S evidence theory was used to fuse evaluation information of departments and get the confidence interval matrix of each plan; Then TOPSIS and improved TOPSIS was used to rank the alternative plan and select out the best one respectively. Finally the superiority of improved TOPSIS method was illustrated though contrasting.
