Studying on decision-makers was a very important direction in emergency decision-making area. With the conventional emergency increasing and emergency activities fulfilled, China more and more widely used cross-regional, cross-sectoral, multi-stakeholder involvement to put into emergency management practice, its scientific validity had repeatedly been tested. However, as the core of emergency decision-making——decision-makers which was still not perfect for research. From the perspective of emergency management practice, emergency decision-making was disturbed by many complex factors,there was more uncertainty, so it needed decision-makers who had more talent. Furthermore, the complex and uncertainty of emergency decision-making led to complex of decision-makers' evaluation and selection.it was likely to cause halo effect when judge decision-maker' evaluation and selection after thinking of some factors. Therefore, it was necessary to introduce emergency collaborative decision-makers for emergency management area, decision-makers cooperate with each other and participate emergency decision-making, took full use of all resources and decreased the loss.This thesis aims to improve the ability of our emergency decision-making, First, study the definition, content and features of emergency collaborative decision-making and the meaning, the traits of emergency collaborative decision-makers' from emergency, emergency decision-making, collaborative decision-making and so on. Secondly, by analyzing research status quo of decision-makers and collaborative decision-making for home and abroad, analyzed and summarized six factors which influenced the emergency collaborative decision-maker' assessment with related theories. Constructed decision-makers' participation assessment measurable—participation degree, then constructed decision-makers participation degree evaluation index system as the basis of evaluation of decision-makers on the basis of analyzing influencing factors. Build the decision-makers' participation degree model after using the expert scoring method to determine the weight of evaluation index to describe the procedure of decision-makers assessment. Thirdly, constructed emergency decision-makers synergy measureabl——collaborative degree, came up with collaborative entropy and collaborative matrix after analyzing information entropy theory and method, combined these concepts with collaborative degree model, calculated collaborative degree of emergency collaborative decision-makers and presented empirical analysis. Fourth, obtained emergency collaborative decision-makers'selection basis with combination of participation degree and collaborative degree. On the basis of the above, utilization of contingency theory ideas, established emergency collaborative decision-makers'dynamic adjustment contingency model and constructed the dynamic adjustment mechanism of emergency collaborative decision-makers'. The assessment and selection of emergency collaborative decision-makers and the analysis of dynamic adjustment mechanism, would be rich in emergency decision-making theory, improve the efficiency of emergency decision-making and the ability of emergency decision-making, and would work for emergency reduction.
