Recently, catastrophic emergencies in the world, such as natural calamities, accidents, public health incidents and so on, have high possibility in occurrence and bigger scale than before, which causes society huge loss, affects the normal life badly, and threatens people's safety. Emergency logistics is the important foundation to safeguard life and play down the loss to the minimum in large-scare public emergency. Rapid and effective decision mechanism is one of the core links in emergency logistics management and the precondition of emergency succor. However, it is hard to attain the decision goal in practice because of lacking of appropriate theoretical basis and methods to support.Considering the current situation of decision-making in emergency logistics, in order to realize rapid and effective emergency decision-making, and keep the succor process successful, it is necessary to conduct systemic and deep research on decision-making problem in emergency logistics. Using scientific methods to study the characters of decision-making problem in emergency logistics and the system structure of its decision-making methods, and putting forwards real feasible decision-making method has important academic significance and realistic significance for enriching basic theory of emergency logistics, conducting emergency succor in time, and cutting down the cost of emergency logistics.This dissertation summarizes the theories of emergency logistics and its decision-making method, and points out that the consideration of collaboration among decision-makers and collaborative performance among alternatives is omitted in the real decision-making process and current researches. Then it gives systemic study and deep discussion on the collaborative decision in emergency logistics from the following aspects.(1) Related theory of emergency logistics and its collaborative decisionIt summarizes the basic knowledge of emergency logistics, and extends to the theory of collaborative decision in emergency logistics, including its definition, characters, sort, influencing factors, and so on. Then it analyses the necessity and feasibility on the practice of collaborative decision in emergency logistics. (2) Method system of collaborative decision in emergency logisticsIt analyses existing decision methods, points out their applicability and disadvantages, and builds the method system of collaborative decision in emergency logistics which considers the features of collaborative decision in emergency logistics. Then it refines four collaborative decision problems in emergency logistics, and sets up their index systems of collaborative decision.(3) Method design and application analysis of collaborative decision method in emergency logisticsAccording to the method system of collaborative decision in emergency logistics, this dissertation puts forward a multi-index fuzzy decision method which is applicable to collaborative decision problems in emergency logistics, and then validates the decision method is reasonable and effective by an example.(4) Emergency Logistics Distributed Collaborative Decision Support System (ELDCDSS)In the end of this dissertation, it mentions Emergency Logistics Distributed Collaborative Decision Support System (ELDCDSS), which combines the intelligent advantage in Intelligent Decision Support System (IDSS) and the advantage of multiple decision-makers in Group Decision Support System (GDSS), utilizes the distributed character of Distributed Decision Support System (DDSS) adequately so that it makes the realization of collaborative decision in emergency logistics possible, and affords technical support for effective and reasonable decision-making result.
