China’s urbanization development is gradually improving the strained relationship between agricultural labor force and arable land, and is creating the space for large-scale operation of agricultural production which is represented by family farm, while the development level of the urbanization also limits the size threshold of family farm. Since the family farm is first mentioned in the central government’s file and got a rapid development under the government’s active encouragement and strong support, however it is still unable to obtain a large-scale implementation of a national and regional level, especially in the hilly areas and plenty more remote rural areas, and there are a lot of problems in the scale of the family farms. The core of the problem is that the objective situation of the relationship between agricultural labor force and arable land cannot be ignored by scale development of family farms in an agricultural socialist country which promote the idea of "people-oriented". Therefore, it is necessary to discuss the future, restriction factors and operational measures of the family farm based on the current objective situation of urbanization development.This paper established a family income function first, and then a modest scale function is deduced and deepened, so that it can fit the reality well. Then we will analyze the gaps between the family farm scale that the current urbanization situation can support and the relatively moderate scale of family farm. After that we deal with a large amount of data collected hardly, by using the model built before. Finally offer some policy suggestions under the consideration of the national objective situation and the meanings of each constituent element given by the model. Conclusions are as follows:First, the production efficiency of moderate scale family farms is much higher than the efficiency of agricultural production by average. After the research on Chengdu’s situation we found that:The city’s family farms gained much more than the city’s average wage by working on an appropriate scale level of land. Therefore it will greatly promote China’s agricultural modernization and greatly increase the income of farmers nationwide by transforming small-scale farming generally into appropriate scale family farms.Second, the space created by current development of urbanization cannot meet the requirements of the appropriate scale of family farm. According to the Empirical Analysis of Chengdu’s situation we can know that:workers in Chengdu, whose urbanization rate reaches 70.37%, only get 3.94 acres of arable land that is far from 10 acres by average. And to fill this gap, the number of the labor force that needs to be transferred will account for 6.07% of the city’s total population of 12,107,400 in 2014. So it is a long way to go for both of the urbanization and the development of family farms in a country that its urbanization rate is only 56.1%.Third, family farms have to rely on their own to create more space for development. The objective constraints from external environment of family farms is settled, family farms can only try to adapt to it by self improvement. After the analysis of the model and its elements we know that:many factors which have an effect on the family farm’s development actually have enough room for the development of themselves. Typically as:Agricultural science and technology, Level of social services, government subsidies and so on. The improvement of these factors can also create a broad space for the development of family farm with an appropriate scale.
