Boiler, as a kind of Special equipment, is vital for modern industrial production, and it is more dangerous and prone to accidents. The accidents caused by boiler would cause enormous injuries, even death, and a great loss. In order to reduce the occurrence of boiler accidents, seven aspects of the whole process safety management is taken in our country. It reflects its value only when the boiler is using. So the sector of using is the worst-hit area of boiler accident. Boiler in-use supervision, as the key point of boiler supervision, is the most important part in this task. Frequent boiler accidents will make people’s lives and property affected, hindering social stability and development. So, it is very important to enhance supervision on boiler in-use sector.Zhangjiagang city has the largest number of boiler in Suzhou district. Administrative supervision institutions and Boiler inspection agency makes up the supervision on boiler in-use sector in Zhangjiagang city. the major forms in the supervision is ”Jiangsu province special equipment supervision system” electronic monitoring, administrative licensing of boiler, legal inspection by boiler inspection agency, daily surveillance and inspection, ”12365 ”complaints. This article based on the government regulation angle, proceed from system, mechanism, guarantee of boiler supervision. Analyzing the Existing problems of supervision on boiler in-use sector in Zhangjiagang city,like vertical management system of administrative supervision institutions restrict boiler in-use supervision, lack of interaction among safety supervision department, institution of boiler inspection lacks experience, the boiler user lacks strong sense of safety, backwardness of safety management style. Through reference and comparison to the developed countries in boiler supervision, it finds that although these countries has different political system social development level and safety management mode, they have mature management system in boiler supervision.Basing on absorbing the experience of foreign countries and according to practical situation, this article raised countermeasure which enhance the boiler in-use sector supervision in Zhangjiagang city, it contains accelerate the speed of supervises function returning to local government, promote "Two Duties for One Pos t" regimen, multi-dimensional governance pattern, establishing comprehensive regulatory team, reform boiler inspection mechanism, enhance security responsibility of boiler users and bring in insurance relief, enhance the third-party supervision.
