In recent years, with the further development of urbanization process in China,the construction industry of China enters into a relative high-speed period of development. Migrant workers in construction industry have made great contributions to urban construction. However, the phenomenon of wage arrears for rural migrant workers is constantly occurring, which seriously violated the wage rights of rural migrant workers. Such cases involves a large number of people and large amount of money. Therefore, a deep study of wage arrears management of rural migrant workers in construction field will help protect rights of migrant workers in construction field, safeguard social fairness and justice, and promote social harmony and stability.Through making a status analysis of wage arrears management of rural migrant workers in Zhangjiagang construction field, using the method of documentary analysis, case study and field study, this study points out the problems existing in related laws and regulations, government departments,construction industry and migrant workers themselves, describes the data of wage arrears management,institutional settings and working systems. This study especially analyses the problems existing in lacking administrative staff numbers, sense of responsibility, linkage mechanism, and system implementation in wage arrears management of rural migrant workers in Zhangjiagang construction field. In order to solve the problems above, refers to experience summarized from the related research at home and abroad, on the theory of responsible government theory, cooperative governance theory, combined with the actual situation in Zhangjiagang, the paper puts forward countermeasures including perfecting the relevant law, improving the system of wage arrears management, promoting the effectiveness of wage arrears management and promoting the comprehensive quality of migrant workers.Taking Zhangjiagang city as a case to study, this paper further explores the theory of wage arrears management in the construction field for basic government, puts forward countermeasures to solve the problems of wage arrears management, construction industry management and labor management of construction enterprise. It also has important practical significance to protect rights of migrant workers in construction field and promote the standardized management and healthy development of construction industry in Zhangjiagang. |
