| The emergence of rural workers is a special social phenomenon of contemporary China. For a long time, it has been very common that construction companies are in wage arrears with rural workers, and the rural workers have become the vulnerable group with rights and interests subject to the most serious damage in China, as the wage arrears not only seriously damages the legitimate rights and interests of rural workers, but also affects the social stability, harmony and development. This paper starts from status survey to study the reasons of construction companies in wage arrears with migrant workers, based on which the relative countermeasures are proposed.The sample survey analysis is first made in this paper on wages arrears status of rural workers, such as the characteristics of wage arrears of rural workers, and serious harm of rural workers wage arrears including its influence on migrant workers' families.There are many reasons causing construction companies in wage arrears with rural workers, and this paper first analyzes supply and demand of rural workers labor market and incomplete information static game economics of construction companies and service providers, and then the causes of arrears were analyzed from at macro level and micro level, which includes outstanding payment chain reaction of construction companies, disorder of construction company labor sub-contracting and labor management, and labor sub-contracting fee arrears for tight budget of construction companies.This paper proposes the countermeasures to resolve wage arrears for rural workers which include changing the imbalance situation between supply and demand, and establishing legal protection system for migrant worker wage. This paper also proposes related measures from the perspective of construction company at micro level, including taking measures to avoid construction company from outstanding payments, strengthening labor subcontract management, implementing the real name system management for rural workers, enhancing internal financial control and management and etc. to address the corporate financial tensions. |
