With the speeding up of urbanization in China, more and more migrant workers migrate into the city to be engaged in the construction industry and become the important force of urban construction. However, they contribute to the development of the city and maintain their survival and development. Can not be paid on time, the construction industry, the existence of migrant workers wage arrears has become a common phenomenon, Dalian is no exception. Although measures have been taken in recent years, the problem of wage arrears still exists. The issue of wage arrears has an impact on the survival of migrant workers, the healthy growth of the construction industry, the harmony and stability of the society and the development of the local economy. It is also a subject that must be confronted and solved by the government administrators. Therefore, this paper chooses to analyze the construction industry of migrant workers to carry out research is very meaningful.This paper investigates the migrant workers, the inspectors and the related construction enterprises and construction units who have come to Dalian Labor and Social Security Department from the end of November 2015 to January 2016 through questionnaires and interviews. Select the construction industry before the Spring Festival migrant workers pay tide this time period, a more comprehensive reflection of the construction industry in Dalian City, the status of migrant workers wage arrears. Through these investigations, the author analyzes the causes of the problem of arrears of wages in the construction industry of Dalian from the aspects of construction enterprises, construction units and government management. The main reasons include four aspects: First, the loopholes in laws and regulations, To solve the lack of legal support; Second, the construction side of the project in arrears, in a market economy, the construction side of the strong position makes the construction side has a strong voice, coupled with local economic development needs, Third, the management of the construction side is not standardized, the construction side of the Dianzi start, layers of subcontracting, layers of profit, the funds will be directly transferred to the risk of migrant workers who, while labor management is not standardized, Also increased the difficulties of migrant workers pay talks; Fourth, the absence of government management, whether it is the construction side, or the construction side of the problem, that the Government in the regulation and take measures deficiencies. In view of the above reasons, the author puts forward four suggestions from the aspects of government management, such as standardizing the construction enterprise, strengthening the market access of the building party, and so on. From strengthening the construction industry labor management, establishing the construction industry honesty system, the daily wages of migrant workers And strengthen the supervision of pay, strengthen the supervision from the fight against malicious wages, the establishment of the green channel of judicial proceedings, strengthen the supervision force and so on to strengthen the ex post treatment, from improving the laws and regulations put forward to strengthen legal protection. I hope to have some reference for future management.
