In the practice of human resource management, entrepreneurs are giving more and more attention to performance evaluation, it is because: on the one hand, many scholars of human resource management have done a lot of theoretical and practical research on performance management, especially on performance evaluation; on the other hand, business leaders gradually have realized the importance of performance evaluation, and have more interests on developing a deeper insight into the use of simple but effective performance management system to promote the business performance.To further explore the issue of performance appraisal and institutions involved, the paper selected H Institute of Geology of the typical state institutions as a case study, from the Institute of Geological H major problems faced by the performance evaluation using AHP law(Analytic Hierarchy Process), BSC(Balance Scorecard) and KPI(Key Performance Indicator) analysis and discussion construction and application of state institutions performance assessment indicators, trying for the enterprise set of simple design, but also has a larger objectivity, impartiality, fairness and performance index have relatively efficient degree with the aim of trying to resolve some of the problems of state-owned institutions that exist in the performance appraisal.Because China gains vast land in geography, so there are many difference in different area. The institutions will face a different specific issue inevitably. This requires us having a better understand of the root cause analysis of the problem, according to the actual situation in the design of performance evaluation index system, the indicators and their weights were adjusted, targeted, timely and accurate use of appropriate methods and techniques performance assessment means to do it well in order to fully play an important role in improving performance appraisal index system of state-owned institutions in the core competitiveness.
