Study On Performance Evaluation System Of Financial Budget Expenditure Of Geological Survey Project

Recently, Investment of geological survey projects has been increased continuously in China, and also the Undertaker of projects increased. It has become the main point of management work of China Geological Survey Bureau about how to protect the geological survey project business activities in an orderly manner and strengthen management and supervision of project progress. At present, the study of geological survey project performance appraisal system in China is less, and not yet formed a relatively perfect evaluation system. This paper tries to explore a set of suitable basic ideas and methods for the geological survey project of performance appraisal, in order to promote the establishment of performance evaluation system as soon as possible in our country.According to the theory of public financial, the theory of economic responsibility, public budget and new public management, this paper gives a deep analysis to the current research and development practice of geological survey project performance evaluation in the western developed country, puts forward the existing problems in China and Creatively applies Values-Goals-Objectives-Criteria and Standards indicators of design methods in geological survey project performance evaluation which determines the index weight through AHP and Delphi method and finally calculates the results through a comprehensive performance evaluation scoring model. Learning performance evaluation experience from western countries, this paper focuses on the research of geological survey project performance evaluation content system, and puts forward four evaluation areas which are the funds management, project implementation and management performance appraisal, project environmental impact evaluation and social economic benefit evaluation appraisal. In order to further improve the performance evaluation system of geological survey projects, this paper proposed to establish and perfect security system of the fiscal budget expenditure performance evaluation of geological survey projects which include the fiscal budget expenditure performance evaluation of laws and regulations and the basic performance management system, constructed of clear responsibilities, effective management, orderly operation, reasonable distribution of the pluralistic fiscal budget expenditure performance appraisal management responsibility mechanism. Then, integrating the budget expenditure performance evaluation work into the department budget management, establishing operational, specific management method of fiscal budget and expenditure of projects, and strengthening the application of its performance evaluation results were suggested. Also, the paper proposed the classification of management of data information to establish a scientific, rational, comprehensive geological survey project budget expenditure performance evaluation management database.
