The Research Of Problems And Countermeasures Of Rural Collective Land Circulation In The New Normal

Land circulation is an important way to promote moderate scale operation of rural land. It not only creates conditions for land’s intension, high efficiency and mechaniz ed production, but also promotes farmers’ income and the agricultural efficiency. In re cent years, under the joint efforts of the theory and practice, rural land circulation has developed rapidly, made remarkable achievements and accumulated valuable experien ce. Now it gets into a certain level, meets a new development, and enters "the new no rmal". However, as land circulation is facing the new situation, some new problems c ome out. Without being properly studied and solved, the sustained and healthy develo pment of land circulation is bound to be affected. Therefore, backgrounding the new n ormal of land circulation and based on the rural land circulation’s reality, the thesis an alyses the new problems in land circulation, and puts forward some targeted counterm easures and suggestions. The thesis is divided into four parts. From the concept, the p rinciple, the application and the form, the first part generalizes land circulation, and e xpounds its causes and effects.The second part analyses the new normal that land circ ulation faces from the formation of rural land property and rights of "separation of po wers", land circulation from "test period" to "quantitative period", the coexistence of "rural didease" and "city disease", and the deepening of "three integration" and "tertiar y industry convergence".Backgrounding the new normal of land circulation, the third part puts forward six new problems of land circulation: the "non-food" production, the disunity between "non-agricultural" construction and national food security, the disco rdance between the fragment and inferior of the remaining land and continuous and d eep circulation, the inconsistence between one-sided pursuit of scale and the agricultu re effect, the out of synchron between socialized service system and agricultural indus trialization level, the mismatching between too much industrial and commercial capital and basic national conditions,and the lack of the government’s pre-guide, while-servi ce and post-supervision. The fourth part puts forward concrete countermeasures and s uggestions from speeding up the contracted management of rural land approval registr ation agencies, fostering new type of agricultural management main body specificly, establishing and completing laws and regulations system of land circulation policy, est ablishing and completing the service system of the diversified land circulation, establi shing and completing the social security system.
