| President Xi Jinping put forward the strategy of rural revitalization in the report of the 19 th National Congress,pointing out that the issue of agricultural and rural farmers is a fundamental issue affecting the national economy and people’s livelihood,and it must always be a top priority for the whole Party to solve the " three rural issues".We should give priority to agricultural and rural development and consolidate and improve the basic management system in rural areas.On February 4,2018,the CPC Central Committee and the State Council issued the " Opinions of the CPC Central Committee and the State Council on the Implementation of the Rural Revitalization Strategy" and pointed out that the implementation of the Rural Revitalization Strategy is an inevitable requirement to solve the contradiction between the people’s growing needs for a better life and the unbalanced and insufficient development,to achieve the goal of " Two Hundred Years" and to realize the common prosperity of all the people.This reflects the great practical significance of the rural revitalization strategy,and doing a good job in rural land circulation is one of the important fulcrums for the implementation of the rural revitalization strategy.In view of this,this research paper analyzes the rural land circulation in H District of Chongqing City,effectively understands the construction achievements of the land circulation in H District,and also analyzes the existing problems.And from the legal point of view,the social level,the government’s position and property rights,the causes of the problems in rural land circulation activities are discussed.On the basis of these factors,this paper further puts forward what methods should be adopted to deal with these contradictions and puts forward constructive proposals.In view of the problem of incomplete land property rights,it is suggested that the reform of the property rights system should be continuously promoted.Due to the imperfection of some laws and regulations at present,the promotion of the property rights system cannot be carried out smoothly.Therefore,it is necessary to revise the relevant laws and regulations and cancel some contents that do not meet the actual needs.In addition,it is also necessary to improve the incentive mechanism for land circulation and propose to build a rural socialized service system to ensure that relevant issues have corresponding coping strategies.To provide a sound social security system for rural areas,alleviate the economic pressure of farmers,improve government functions,accurately position the role of the government and play the role of the government... |
