| Since the household contract responsibility system implemented for more than thirty years, China’s rural land circulation prohibited to achieve by restricted circulation, by limiting circulation to allow circulation according to the law, by allowing circulation according to the law to encourage a moderate scale of transfer according to the law. From such a process we can see, to advance the circulation of rural land, the state took a gradual process, China’s continued policy adjustment of rural land circulation based on the increasing development of economy、the rural social structure’s changing and the advancement of the demand of rural land circulation. In the process of adjustment of rural land circulation policy, objectively speaking, on the one hand, the state’s adjustment of rural land policy aim at solving the contradiction between the supply and demand for changing, the development of rural land circulation can, in certain degree, meet the objective requirements of the development of rural economy; on the other hand, there are also some problems in the process of adjustment of rural land policy, and these problems have been solved less until now.This paper will analyze the main problems existing in the current rural land circulation, and then puts forward corresponding suggestions to solve the problem. In the process of analysis, I want to take the rural land circulation in Hanting District of Weifang city as an example, on the one hand, I will use it explain the common problems existing in the process of rural land circulation in China, on the other hand, I expect giving a special analysis on circulation of rural land in Hanting District of Weifang city based on my actual working environment.From the overall situation of China’s rural land circulation, I see that the main problems of the rural land circulation in China displays in:the laws and regulations related to the circulation of rural land is not perfect; the urban-rural dualized structure hinders the circulation of rural land; investment gap between urban and rural in public finance is too large; fuzzy rural land property rights; etc.. These problems also exist in Hanting District of Weifang City, just like the urban-rural dualized household structure, the rural land property rights such as the right to confirm, Hanting district is solving them. At present, Hanting district’s rural land circulation also has some special problems, mainly displays in: the " Sanhua" policy Hanting implemented, there is a huge potential risk; and supporting rural property capitalization、capital marketization、the shares of collective assets of the implementation is not perfect.Basing on common problems existing in rural land in China and some special problem existing in Hanting distract, I put forward some suggestions. On the national level, actively promote the process of rural land circulation should continue to improve laws and regulations relating to the circulation of rural land, and steadily push forward the unified urban-rural social structure, increase the farmer’s direct financial investment, and endow the rural land’s property right card to farmers. On the Hanting District, in the process of promoting rural land circulation, Hanting District should consider city’s environment and financial capacity, and should not blindly promote rural land circulation, and also need to speed up the corresponding measures’ construction related to promote the circulation of rural land.The circulation of rural land involves the vital interests of farmers, whether the rural land circulation’s program is standardized、whether the rural land’s agricultural use is guaranteed、whether the circulation of rural land accord with region’s specification, related to the long-term development of China’s agriculture and rural social stability. Therefore, in the process of promoting the rural land circulation, we need to keep a positive attitude, steady pace, according to area difference, take measures in order base on local conditions. |
