China, the traditional and agricultural country, its people resting on the agriculture accounts for over a half of the total population. The rural people are rooted in the land generation by generation, the soil land is the basic condition on production and life for rural people. There was the same situation that the ratio of the first industrial workers in Guangxi was 51.9%,and the ratio of rural people in the Guangxi Beibu Gulf Economic Zone was 51.48%.As the development and opening-up of Guangxi Beibu Gulf Economic Zone have been updated to the state strategy, it is necessary that more lands should be provided for the expansion of cities and the development of industries and businesses. So levying the agricultural land is a common way for the urbanization. Losing the soil is equal to loosing the economic benefits and social assurance without the sustainability in their life. Currently, although the coverage of NRCMS in Guangxi Beibu Gulf Economic Zone reached 98.13%,the compensation rate of being in hospitals up to 54.86% and the rate of benefit in each area had the huge gap, the lowest rate was only 9.94%.Such situations caused that the medical security of most farmers couldn’t get the great outcomes. And the huge gap of economy and medical security in urban and rural areas has existed for a long time, which led the difficulties of transferring and continuing in joining the urban health care system for the lost-land farmers. On the other hand, it is not ensured that they can own the medical security if they return to the previous NRCMS. Under the tough dilemma, the lost-land farmers who have no economic support to get the NRCMS and the medical security, will be influenced on physical and mental health. More seriously even, they will become poor or return to the state of previous poverty just because of the illness, and the potential factors of threatening the public health security and social stability. Therefore, settling the medical security of the lost-land farmers is related to the urbanization process of the Beibu Gulf Economic Zone and the harmony and stability of the society, which has the profound meaning in the reality.Firstly, the article will examine the original reasons about the coming of land-lost farmers according to the history. Since the construction of the China, the reform in agrarian and economic policy have been gathered as the barrier, forming and enhancing the urban-rural dual structure. Secondly, from the perspective of the realistic development, it also explores that the urbanization is the direct reason of lost-land for those farmers. The urbanization changed the urban construction, the economic scale and the industrial structure, as the population has grown consecutively, the more lands should be supplied as the resources, places and the foundation of grounds. Under the circumstance that the legislation about levying lands has not been completed, the government used the administrative right thoughtless to levy the land which led to the a large amount of farmers who lost the land partly or utterly. However, they did not attain the corresponding assurance, benefits and services, particularly in the medical security. The development of medical cooperation in rural areas has fluctuated sharply with the changeable politics and the new medical cooperation of rural areas has the deficiency in designing policy, raising money and reporting the ratio and so on. So those are the reasons that the rural areas lack for medical resources, the medical security of farmers is poor, and the huge gap of medical security exists between urban and rural areas.On the basic analysis of the history and reality, the article will take the Guangxi Beibu Gulf Economic Zone as the example, to give the briefly introduction to the present situation of urbanization. It will also demonstrate that the demand for expanding cities and merging regions has been continually growing,however, the urbanization of land, economy and population have not been developing by the same step. The urbanization of population lags definitely, the farmers who lost the land cannot be integrated into the city and had not got any complete guarantee and plan for their life, that’s why the medical risks were intensified, especially the health issue of the farmers who lost the land:no benefit for the insurance, terrible centralized living environment, the difficulty in transforming of money and accounts, the low level of medical guarantee, the imbalance in the distribution of medical sources and the lower ranks of gathering the medical money, all those threaten the existence and healthy right of the lost-land farmers. What’s more, they are involved in the negative cycle that means becoming or returning to be poor because of illness. Therefore, we must complete the medical security of the land-lost farmers:to improve the service level of the government, open the monopolistic land market, reform the system of levying the land the Household registration system, improve the standard for compensating the levied land, use land-transferring fees instead of the subsidies, incline the standards for admittance of the urban job insurance or the urban residents insurance, improve the guarantee for the NRCMS, boosting the medical care in urban and rural areas, with efforts of the society and government, to realize the equalization of public health service in rural areas.
