The crisis management of enterprises is an eternal topic. Excellent crisis management capability can turn adversity into opportunity. It can not only make enterprises achieve transnational development but also allow to maintain positive interaction in healthy and sustainable development. Currently enterprises crisis management is mainly from the government crisis public relations from the academic point of view. The relatively static theoretical results are different between internal and external environment and objectives of crisis management. It lacks of operational method in research under different organization conditions from technology. So this paper positions the investment and management of the central enterprises. It discusses the governance practices in dealing with the enterprise crisis and how to maximize the interests of enterprises during the crisis. First, the theory of crisis management and risk control are reviewed from the perspective of management and control for enterprise crisis. The new energy company of CNOOC is selected for the study. It defines the scope of this paper according to the new energy company’s crisis and risk situation; and then, the new energy company’s deficiencies and problems are discussed in crisis management combining Eastern and Western theories. The new energy company’s primary system coordination issues during crisis are discussed by using Soft systems thinking. Yijing methodology was introduced into the discussion for the new energy company’s actual process of crisis derived and comprehensive risk control. It reveals many associated impacts of each coordinating crisis. The enterprise self-diagnosis model corresponding enterprise lifecycle crisis management and risk control is proposed on the basis of this empirical study. At last, a post event questionnaire of crisis management was designed in order to validate the theory combining enterprise self-diagnosis model. An empirical analysis was carried out in the new energy company during the life cycle of organization defects in a company crisis management and personnel positioning defect.It can lay a foundation for the systematic method of crisis management and enterprise self-diagnosis through this study. It can provide scientific support of crisis management and lifecycle risk control for headquarters of central enterprises, higher authorities and enterprises.
