Currently, the management mode for power engineering cost roughly consider the manufacturing phase after the completion, which resulted in a large scale of heavy repair and technology reconstructing for the electric equipments within their life circle. High Life Cycle Cost (LCC) of Transmission and Distribution Equipment has become one of important influencing factors for the development of power industry. Combine with experience from advanced management mode for electric project cost all over the world, and on the basis of issues exist in our management about it, Introduced the Whole Life Cycle Engineering Cost Management to our cost management for power engineering and Established of the life-cycle cost calculation model. And bring up the strategy of China transmission facilities construction and integrating technology standard under the life cycle cost management mode for transmission and distribution project, by analyzing the requirements of reliability of transmission and distribution facilities in the power market.
