Research On Reformation Of Cost Management System For Government-invested Highway Project

The research purpose of this thesis is to build a cost management system with Chinese characteristics for the government-invested project, and this thesis also discusses the transition from existed system to the reformed system.Based on Chinese practice and learned from developed country's practice on high-way project, this thesis analyzes main problems in the cost management of high-way project and proposes measures to solve these problems.Firstly, this thesis sums up existing problems in the cost management of government-invested highway projects, and does literature review on project cost management at home and abroad, based on which, the definition and connotation of cost management system for government-invested highway project are defined.Secondly, by item division theory, the nature of government-invested highway project is defined; by modern control theory, the optimal control theory of cost management of highway project is deducted; by analyzing several main pricing modes in the world, the benchmark of the reformation is determined; and by the new system economics analysis on"four system"of construction project management, the goal of the reformation of cost management system for government-invested highway project is defined.Thirdly, this thesis does research on the cost management system of government-invested highway project from following aspects: reformation of the pricing basis for government-invested highway project,reformation of key control points of government-invested highway project and build the framework of cost management system for government-invested highway project. This thesis analyzes detailed measures for every aspects of the reformation from the point of theory.Finally, this thesis builds cost management system of government-invested highway project under the market economy condition, specifies position and function of the government,association,owner and contractor in project cost management, which is favor of guiding and specify partnership for price formation in highway project and achieving cost control target of highway project.
