Joint-stock commercial banks are an important part of our country’s banking system, and play a significant role in speeding up the pace of China’s banking reform, promoting the rapid development of national economy. The continuous influxes of foreign banks caused by economic globalization, and Internet financial products brought by continuous innovation of Internet and mobile terminal technology have a huge impact on traditional banking in our country by virtue of their respective advantages. In this form, senior managers of joint-stock commercial banks have to think more about how to improve the management of modern bank under the new situation through effective institutional reform and management innovation. Middle managers play an important part in the banks’ growth and serve as a bridge between the senior managers and the employees. Based on this, I have studied middle management personnel’s competency in this article.On the basis of understanding the relevant theories about joint stock commercial banks, middle managers and competence quality, I build a competence quality model of joint-stock commercial bank middle managers by using literature research, interviews and questionnaire research methods. Moreover, I evaluate the current situation of middle management personnel’s ability using this model and put forward the corresponding countermeasures.Firstly, on the basis of clearly knowing research background, I analyze the research status about personnel competency of both the domestic and foreign joint-stock commercial banks’ middle managers through consulting relevant literature. After that,I define relevant concepts involved in this study and introduce several representative theories; Secondly, I also analyze positions and duties of the middle management through deeply understanding the current situation of joint-stock commercial banks in our country, and establish evaluation indexes of the competency of middle managers; Thirdly, by designing and distributing questionnaires about the middle management competency quality based on interviews, and using SPSS software to carry on the factor analysis, I formally identify the competency of joint-stock commercial bank middle management; At the same time, using the AHP method to determine the weight of the quality elements and establish the model of joint-stock commercial bank middle management personnel competency;Fourthly, using the constructed model, I evaluate the competency status of middle managers through fuzzy comprehensive evaluation method comprehensively and analyze the current situations of the quality; Last but not the least, I put forward measures to improve the quality of the research objects.
