Under-forestry Economy Development Analysis And Assessment

Removing the traditional agricultural obstacles, under-forest economy, a term posed in 2003, inaugurates a brand-new operating environment of its own, forming against the background of the under-forest industry’s springing up across the whole country. The CPC Central Committee makes some pointed references to the developmental advantages of under-forest economy which is a boost both to farmers’ raising income and to the consolidated reform of collective forest right system. Under-forest economy, based on full use of under-forest’s exclusive environment and land resource, refers to such emerging economic model of developing under-forest industry that selects plants, animals and microbial species suitable for planting under forest to create stable concord agroforestry or carries out other activities (including rational use of forest landscape resources etc.) to achieve scientific and reasonable operating management with the primary aim being gaining significant economic benefits.The thesis, under the status quo investigation and studies of successful under-forest models in Fujian Province, focuses on sum-up of under-forest economy’s main planting types and models, analysis of three major benefits, field research in Changting County, Shaowu City and other experiment areas before concluding existing problems and learned experience, proposal of application model promotion, bringing forward guidance of significance for expanding and booming under-forest economy in our various forest zones, realization of "to be well-off without cutting trees" and construction of a beautiful China.The thesis engages in the following tasks adopting such methodology which consists of:biblometric literature analysis, field survey, empirical analysis, three benefits analysis, AHP-SWOT analysis:1. Summary of present researches about the concept of under-forest economy, research fields, benefits analysis put forward by predecessors.2. Analysis of current essays titled "under-forest economy" at the day; list of policies on under-forest economy at the national and provincial levels after which summarizes their kernel thoughts.3. Reveal of subsistent issues during the development process of under-forest economy and suggestion on counterpart measures on the basis of field research in Changting County and Shaowu City in Fujian Province.4. Conclusion of under-forest models in southern China and pick-up of the ones with maximum benefits.5. Appraisal of under-forest economy effect on local economy, society and ecology after analyzing the above three benefits under-forest economy has brought to Changting County’s growth; index structure of Changting County’s economic models using DEA (Data Envelope Analysis) for comparison between technical efficiency and scale effect.6. Citation of strengths, weaknesses, opportunities and threats of developing under-forest economy in Fujian Province by means of AHP-SWOT Analysis; Analytic Hierarchy Process (AHP) analysis into setting up Fujian under-forest economy hierarchical structure models and judgment matrices, arriving at some conclusions discussed in order to do some strategic changes for Fujian economy. The thesis comes to the conclusion as follows:1. Though the proper noun "under-forest economy" has been advanced since as early as 2003, the precise definition, which differs from region to region, still doesn’t take shape. I believe that under-forest economy, backed up by forest land resource and scientific guidance, refers to the management means making best of under-forest resources and shade of forest space to launch multi-functional management system which integrates agriculture, forestry, livestock husbandry, sideline, fishery, and forest landscape usage on the premise of ecological environment protection for the economic and social benefits purpose. Under-forest economy, accordingly, can be roughly divided into the following four groups:under-forest planting, under-forest breeding, under-forest product processing and exploitation of forest landscape. While under-forest economy benefits’evaluation methods are limited as few as 5 ones in domestic China.2. Up till March,2016, there are 11510 essays titled "under-forest economy" inland along with 30 policies related to under-forest economy at the national and provincial levels which give explanation mainly around "development objectives, comprehensive requirements, guiding ideology and relevant securities".3. Fujian’s under-forest economic development is rife with:insufficient knowledge of forestry and agriculture, lack of scientific and technical support, small scale, absence of brand effect, ignorance of market information, imperfect industry chain, incomplete marketing network, ill-established infrastructure and inadequate support from states. Against these issues, suggestion goes that:valid accurate management, realization of high forestry and agricultural technical level, orientation replacement from government to market, establishment of material co-operatives, introduction of forerunners’ practice and ecology-based under-forest economy development.4. Nowadays, southern China witnesses high economic benefits’ forest fruit 42 with medicinal plants,6 with grain crops,26 with vegetables,8 with forage crops and 6 with edible mushroom.5. Apply monetary quantification analysis revealing that Changting County’s under-forest economy yields RMB 3.6617*109 economic benefits, RMB 6.1111*108 ecological benefits and RMB 6.9659*1010 social benefits. It follows that Changting County generates highest social, medium economic and lowest ecological under-forest economy benefits.6. From DEA, Changting County bear effective overall technical benefits in rana chensinensis models, morella rubra collection, agritainment and forest tourism; resultful pure technical benefits in forest birds models, forest livestock models, rana chensinensis models, morella rubra collection, agritainment and forest tourism; telling scale efficiency in only rana chensinensis models, morella rubra collection, agritainment and forest tourism.7. It can be deduced via AHP-SWOT that Fujian under-forest economy should prioritize SO than WO than ST and last WT.
