Forest rights transfer is another working priority of collective forest tenure reform in Fujian, after the accomplishment of main project--Indeed The right certification, as well as the hot spot and Research Front focused by the Forestry Business Community. In recently, both domestic and abroad collective forest rights transfer reaches emphasis on theoretically discussing the significance of transfer and analyzing the desires and behaviors of farmers transfer, but lacking the study on transfer form, transfer price and equity market. As a result, the study about the relevant proposition is a subject with great theoretical and practical significance. This article choose property theory, economies of scale theory, institutional change theory and theory of land rent and land prices to build analytical framework, Through the analysis of characteristics of transfer forest rights, barriers and impact. And it provides factual basis for further research and references for the relevant departments, on the basis of qualitative analysis of forest rights, forest rights elements, and other related cnt,through the analysis of the current four most common mode on transfer of forest rionteghts in Fujian collective forest areas. It comes to the content representation, and the advantages and disadvantages in different ways. Through the study of current running trading mechanism of forest rights, proposing new ideas to optimize its operation mechanism; Through the economic analysis of transfer forest rights, Profoundly reveals the formation of the general forest rights transfer market power mechanism and the current demand and supply two-way weak market structural factors; through forestland use right of the price difference between theory and practice in Shaowu city for 10 years, which reveales prominent contradictions of unreasonable price in transfer forest rights; through the research on performance evaluation of Yong'an construction of forestry elements market, and it shows that construction of elements market have achieved better performance, But there are still a series of deficiencies as lagging behind of information system.Finally, the author discuss relevant countermeasures to improve the forest right in Fujian collective forest standard and orderly.The first, related data analysis indicates that, transfer of forest rights show characters such as the diversification of the market, transaction details are more diversified, farmers are lack of will to transfer forest rights and the number of transfer are shrinking year by year.
