Study On Sustainable Development Of The Under-forest Economy Of Fujian Province

The development of under-forest economy, not only expands the rural economicdevelopment, but also promotes the forestry industry transform from the insufficientuse of forest resources to the sufficient utilization of woods, woodland and landscaperesources. It makes farmers who don’t cut down trees becoming rich and it realizesthe win-win between environment protection and increasing income. At present, thedevelopment of our country’s forest economy still in its infancy, and there are someunsustainable problems, especially the conflicts between development and protection,short-term benefits and long-term interests.The under-forest economy is still in the exploratory stage and lacks oftheoretical study. Most researches put more emphasis on economic effect, less onecological benefits, social benefits and sustainable development of forests.The contents of this paper are as following: First, the review of related research.Second, the analysis of the current situation and trend of the under-forest economydevelopment of Fujian; Third, taking the sarcandra glabra and shorthairy antenoronunder-forest planting for example to analyze the influence factors of forest medicine,mechanism of action and general rules of under-forest economic development;Fourth, the analysis of influence factors to the economic development of Fujianforest and the development mechanism; Fifth, the SWOT analysis of the under-foresteconomic development of Fujian province and the economy pattern; Sixth, puttingforward the countermeasure and suggestion.Through the above research, we draw the following conclusions:First, the concept of under-economic forest. The concept is based on forestryeconomic theory and takes sustainable development and circular economy concept asguide. The under-forest economy industry aim to improve the forest biologicalpopulation ecological productivity and adjust the forest ecological system structure,it improves the productivity of forest plants and animals to obtain the optimalecological benefit and economic benefit. Forest economy is equivalent to a branch offorestry economy, is still in his infancy. Based on the theoretical researches andexperience, the forestry economy has gradually become a pillar industry of the forestecosystem.Second, the trend of forest economy development. Forest economy will developtowards diversification, versatility, scale, marketing concepts, intelligent andecology;Third, the promoting effect of government in developing under-forest economy.The development should follow the general rules and base on the precondition ofusing forest and land resources. It should take the economic efficiency and ecologicalbenefits into account. It has the dual attributes of for-profit industry and socialwelfare. Through the study on sarcandra glabra and shorthairy antenoron, we foundthat government support is essential in the initial stage, it promotes the injection offunds, technology upgrading and market development. Farmers are difficult toachieve sustainable development requirements themselves; they need the help fromthe government and other production cooperative organization. Meanwhile, the available forest land are in the remote mountainous areas, after the forest rightsystem reform, the majority of land have been assign to different peasanthousehold,so the planting becoming diverse. If we want the majority of farmers toparticipate in, we need to improve the organization degree of production andvigorously promote "company&farmers" forms.Fourth, the restricted factors to the development of under-forestry economy. Theunder-forestry economy is affected by land, labor, capital, technology, policy, marketand other factors. Forest land is the precondition, labor is the guarantee, technologyand market is the driving force, policy and capital is the traction.Fifth, the development patterns of under-forest economy in Fujian. Startingfrom the stability of forest ecosystem, the patterns can be divided into forestmushroom, forest bee, forest medicine, forest birds and forest tourism. Forestmedicine and forest birds’ pattern can not only make full use of forest resources, butalso increase the biodiversity of forest ecosystems; these patterns are suitable todevelop in superior natural conditions areas. Forest mushroom and forest bees’patterns have less interference to the original forest ecosystems, are suitable todevelop in important ecological niches of forestry; Forest tourism use its naturalecosystem to attract tourists, it can develop on the basis of infrastructureconstruction and scientific assessments of environment capacity.
